To regulate the assessment and management of special operations personnel in construction, according to "special operations personnel in construction management regulations" (built quality [2008] No. 75), the development of the following implementation views:　　
A, the purpose of the assessment　　
To improve the quality of special construction personnel, to prevent and reduce construction production safety accidents, through the theoretical knowledge of safety technology and safety operation skills assessment, to ensure that the "construction special operations certificate" personnel have the ability to work independently in the corresponding special operations.　　
Second, the assessment authority　　
Provinces, autonomous regions, municipalities directly under the Central People's Government construction departments or its entrusted assessment agencies are responsible for the assessment of construction special operators within the administrative region.　　
Third, the assessment object
In housing construction and municipal engineering (hereinafter referred to as "construction") construction sites engaged in construction electricians, construction erectors, construction crane signal division workers, construction crane drivers, construction crane installation and dismantling workers, high work basket installation and dismantling workers and other special operations identified by the competent departments of the provincial people's government above the level of construction. Fourth, the assessment conditions　　
To participate in the assessment of personnel should have the following conditions:　　
(A) 18 years of age and meet the age requirements of the corresponding special operations;　　
(B) within the last three months by the second-class hospital physical examination and no hindrance to engage in the corresponding special operations of disease and physical defects;
(C) junior high school education or above;
(D) to meet the corresponding special operations of other conditions.　　
V. Assessment content　　
Construction special operations personnel assessment should include safety technology theory and safety operation skills. The construction of special operations personnel safety technology assessment syllabus" (for trial implementation) see Annex II.　　
Assessment content is divided into mastery, familiarity, understanding of the three categories. Which mastery that requires the use of special operations knowledge to solve practical problems, familiar that requires a deeper understanding of the relevant special operations safety technology knowledge, understanding that requires the basic knowledge of the relevant special operations.　　
VI. Assessment methods　　
(A) theoretical assessment of safety technology, using a closed-book written test. The examination time is 2 hours, the implementation of the percentage system, 60 is qualified. Among them, basic knowledge of production safety accounted for 25%, basic professional knowledge accounted for 25%, professional and technical theory accounted for 50%.
(B) safety operation skills assessment, using practical operations (or simulation), oral examinations and other means. Assessment of the implementation of the percentage system, 70 points to pass. (C) the theoretical examination of safety technology failed, shall not participate in the safety operation skills assessment. Safety technology theory examination and practical skills assessment are qualified, for the assessment of qualified.　　
VII. Other matters
(A) the assessment and licensing authorities should establish and improve the construction of special operations personnel assessment, licensing and file management computer information system, strengthen the assessment site and assessment personnel team building, focusing on the quality of practical assessment.　　
(B) the first time to obtain the "special operation qualification certificate for building construction" personnel internship operation shall not be less than three months. During the internship, the employer should designate a person to guide and supervise the operation. Instructors should be from the corresponding special operations qualification certificate and engaged in related work for more than 3 years, no bad record of skilled workers in the selection. Internship operation period, the employer qualified by the assessment, before the independent operation.
