　Notice on the second "double random, a public" construction enterprise qualification verification work in 2019
All relevant construction enterprises:
　　In order to effectively strengthen the supervision of construction enterprise qualification, according to the State Council, provincial and municipal "double random, one public" related documents, according to the work arrangements of Changzhou Housing and Urban-Rural Development Bureau, in the first "double random, one public" construction industry On the basis of the first "double random, one open" construction enterprise qualification verification, decided to carry out the second "double random, one open" construction enterprise qualification verification in 2019, and now the relevant matters are notified as follows:
　　I. Scope of verification
　　The "double random, a public" qualification verification using "directed random sampling" approach, based on the Changzhou construction market integrity and supervision of the integration platform, the integration platform
　　The registered address in Changzhou City, Tianning District, Zhonglou District and municipal administrative license for the main building construction enterprises to establish a directory of companies to check (to September 25, 2019 before the time of registration in Changzhou City construction market integrity and supervision of integrated platform), the total number of not less than 15%, the total number of not less than 15 random checks.

　　2. whether the registration and practice certificate of the main personnel of the enterprise is valid and whether the number of professionals meet the requirements of the qualification standards (Construction City [2014] No. 159);
　　3. whether the net assets of the enterprise meet the requirements of the qualification standard (Jiancheng [2014] No. 159);
　　4. the internal management system of the enterprise such as contract management, file management, financial management and the establishment of documents related to construction business.
　　5. social insurance payment certificates and social insurance roster of the main personnel of the enterprise.
IV. Application of verification results
　　1. Qualified conclusions
　　The verified enterprise provides true and valid information and can meet the requirements of the relevant indicators of the sampling qualification standards, market behavior, no violations of the law, the verification conclusion is qualified.
　　2. Failure conclusion
　　One of the following problems, the verification conclusion is unqualified, the deadline for rectification:
　　(1) The professional and number of registered builders of the enterprise do not meet the requirements of the qualification standards for construction enterprises (Jianshui [2014] No. 159).
　　(2) the main personnel of the enterprise does not provide proof of social insurance contributions and social insurance roster;
　　(3) The net assets of the enterprise does not meet the requirements of the qualification standard (Jianshui [2014] No. 159).
　　(4) failure to establish an enterprise internal management system;
　　(5) other violations of the law and regulations.
　　Correction period of three months, after the expiration of the construction enterprise still does not meet the qualification standards, Changzhou Construction Engineering Management Center will be reported to the Changzhou Housing and Urban-Rural Development Bureau recommended withdrawal of its qualifications.
