In order to implement the Opinions of the General Office of the State Council on the Comprehensive Control of Wage Arrears of Migrant Workers (Guo Ban Fa [2016] No. 1), the Implementation Opinions of the General Office of the Provincial Government on the Comprehensive Control of Wage Arrears of Migrant Workers (Su Zheng Fa [2016] No. 85), the Ministry of Housing and Urban-Rural Development, Ministry of Human Resources and Social Security on the Issuance of the Management Measures of the Real-Name System for Construction Workers (for Trial Implementation) Notice" (Construction City [2019] No. 18), "Implementation Opinions of the Municipal Government Office on the Comprehensive Management of the Problem of Defaulted Migrant Workers' Wages" (Changzhengban [2016] No. 156) and other documents to accelerate the longitudinal implementation of the systems to ensure the completion of the tasks and objectives of the treatment of arrears. After research, it was decided to carry out a special inspection of the implementation of the system of special accounts for migrant workers' wages and bank payment of migrant workers' wages in the city's construction industry.

II. Inspection objects

Housing construction projects under construction and banks opening special accounts for migrant workers' wages from June 1, 2018 to July 31, 2019, which issued tender document announcements and handled direct contracting filing (notification) procedures.

III. Inspection content

Whether the opening of special accounts for migrant workers' wages and the issuance of migrant workers' wages by banks in construction projects are carried out in accordance with the document "Implementation Opinions on the Implementation of Special Accounts for Migrant Workers' Wages and Management of Migrant Workers' Wages by Banks in Changzhou Construction Industry" (for trial implementation) (Changjian [2018] No. 27).

Whether the bank operating the special account for migrant workers' wages conducts business in compliance with the management requirements and relevant agreements.

The specific inspection contents are shown in the Inspection Record Sheet.

IV. Inspection method

The inspection is organized and implemented by the Municipal Construction Management Center, which is composed of a joint inspection team with the construction authorities of each city (district) to carry out special inspections of the banks operating the special accounts for migrant workers' wages and the housing construction projects under construction. The proportion of field verification of projects under construction shall not be less than 5%.

V. Relevant requirements

1. All relevant units should attach great importance to immediately and comprehensively carry out self-inspection, seriously sort out the problems and weaknesses in the implementation of the system of special accounts for migrant workers' wages and banks for migrant workers' wages, and step up the rectification and implementation in place.

2. After the special inspection, the bureau will issue a notification document to inform the projects under construction that do not implement the system of special accounts for migrant workers' wages and banks to issue migrant workers' wages in place, and take measures to inform the criticism, cancel the evaluation of merit and deduction of enterprise credit score; for the banks that operate special accounts for migrant workers' wages in violation of the law, have more problems and cannot meet the supervision requirements, the municipalities will be urged to terminate the cooperation relationship and close the data port of the city platform. The bank will urge the municipalities to terminate the partnership and close the data port of the city platform.
