Notice on the declaration of experts for the demonstration of special programs for parts of construction projects with greater danger in Changzhou City (Changzhujian [2019] No. 205)

　　In order to thoroughly implement the "Regulations on Construction Work Safety Management" (State Council Order No. 393), further strengthen the construction expert team for the demonstration of special construction programs of parts with greater danger in our city, promote and standardize the expert demonstration of special programs of parts with greater danger in construction projects in our city, according to the "Measures for Safe Management of Parts with Greater Danger" (Ministry of Housing and Construction Order No. No. 37) and "Jiangsu Province Housing Construction and Municipal Infrastructure Engineering Safety Management Implementation Rules for Subprojects with Greater Dangerousness (2019 Edition)" (Su Jian QS [2019] No. 378), the Municipal Housing and Urban-Rural Development Bureau has decided to re-establish the expert pool for the demonstration of special programs for subprojects with greater dangerousness in construction projects in Changzhou City, and hereby notify the relevant matters as follows:
I. Expert professional classification
　　(A) deep foundation pit works;
　　(B) formwork and support systems;
　　(C) lifting and lifting machinery installation and dismantling works;
　　(D) scaffolding works;
　　(E) demolition works;
　　(F) concealed excavation works;
　　(vii) building curtain wall installation works;
　　(H) steel structures, grids and membrane structure installation works;
　　(ix) artificially dug pile works;
　　(J) underwater work project;
　　(xi) large structures as a whole lifting, leveling, turning and other construction techniques;
　　(xii) assembly building precast concrete components installation project;
　　(XIII) other.
Please fill out the registration according to the above professional categories. Experts skilled in more than one of the above professions can apply for no more than three professions at the same time.
Second, the basic conditions of expert qualifications
　　(A) adhere to the principles, honesty and integrity, decency, academic rigor, professional experience; strict implementation of national laws and regulations on construction safety and relevant technical standards and norms, abide by professional ethics, conscientiously perform their duties, no bad behavior records;
　　(ii) engaged in professional work for more than 15 years;
　　(C) with senior and above professional and technical titles;
　　(D) has a solid professional basic theoretical knowledge and rich practical experience, with a high level of professional and technical level;
　　(e) Holders of registered structural engineers, registered first-class builders, registered supervision engineers, registered geotechnical engineers and other registered professional qualifications can be selected under the same conditions;
　　(F) age 65 years old or younger (born after January 1, 1954), healthy, able to perform the work of expert verification.
Third, the declaration process
　　(a) meet the basic conditions of expert qualifications of professionals and technical personnel to fill out the "Changzhou City, a large number of dangerous parts of the project special construction program demonstration expert application form" (Annex 1) (hereinafter referred to as "application form"). Attach relevant materials, including copies of valid documents such as academic certificates, professional and technical title certificates, and their ID cards.
Experts in the original expert pool need to re-apply against the qualification requirements. Otherwise, the original expert qualification cancellation.
　　(B) "application form" signed by the unit, the unit summary, fill out the "Changzhou City, the greater the risk of special construction program of the part of the construction of special expert application summary" (Annex 2), a unified report to the Changzhou Construction Industry Association. Individual declaration will not be accepted.
　　(C) the URA organization to verify the qualifications of experts, the experts identified in the online publication.
IV. Declaration requirements
　　Please submit the application form, the original summary table and electronic documents to the Changzhou Construction Industry Association by October 20, 2019.
