Implementation Opinions on the Assessment Work of Special Operation Personnel in Construction

Construction Departments of provinces and autonomous regions, Construction Committees of municipalities directly under the Central Government, Construction Management Bureaus of Jiangsu Province and Shandong Province, Construction Bureau of Xinjiang Production and Construction Corps:
To standardize the assessment and management of special operation personnel in construction, the following implementation opinions are formulated in accordance with the "Regulations on the Management of Special Operation Personnel in Construction" (Jianzhi [2008] No. 75):
1. Purpose of Assessment
To improve the quality of special operation personnel in construction, prevent and reduce production safety accidents in construction, and ensure that personnel who obtain the "Special Operation Qualification Certificate for Construction" have the ability to independently engage in corresponding special operations through assessment of safety technical theoretical knowledge and safety operation skills.
2. Assessment Authority
The construction administrative departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government or the assessment institutions entrusted by them are responsible for the assessment of special operation personnel in construction within their administrative regions.
3. Assessment Targets
Personnel engaged in construction electricians, scaffolders, construction hoisting signalers and slingers, construction hoisting machinery operators, construction hoisting machinery installation and dismantling workers, high-altitude operation basket installation and dismantling workers, and other special operations recognized by the construction administrative departments of people's governments at or above the provincial level at construction sites of housing and municipal engineering (hereinafter referred to as "construction projects").
The "Scope of Special Operations in Construction" is shown in Attachment 1.
4. Assessment Conditions
Personnel participating in the assessment shall meet the following conditions:
(1) Be at least 18 years old and meet the age requirements specified for the corresponding special operations;
(2) Have passed a physical examination at a secondary level B or above hospital within the last three months, with no diseases or physiological defects that hinder the performance of the corresponding special operations;
(3) Have a junior high school education or above;
(4) Meet other conditions specified for the corresponding special operations.
5. Assessment Content
The assessment content for special operation personnel in construction shall include safety technical theory and safety operation skills. The "Safety Technical Assessment Outline for Special Operation Personnel in Construction" (trial) is shown in Attachment 2.
The assessment content is divided into three categories: mastery, familiarity, and understanding. Mastery requires the ability to apply relevant special operation knowledge to solve practical problems; familiarity requires a deep understanding of relevant special operation safety technical knowledge; understanding requires basic knowledge of the relevant special operations.
6. Assessment Methods
(1) The safety technical theory assessment is conducted by closed-book written examination. The exam duration is 2 hours, scored on a 100-point scale, with 60 points as the passing score. Basic knowledge of safety production accounts for 25%, professional basic knowledge accounts for 25%, and professional technical theory accounts for 50%.
(2) The safety operation skills assessment is conducted through practical operation (or simulated operation), oral examination, etc. The assessment is scored on a 100-point scale, with 70 points as the passing score. The "Safety Skills Assessment Standards for Special Operation Personnel in Construction" (trial) is shown in Attachment 3.
(3) Those who fail the safety technical theory assessment shall not participate in the safety operation skills assessment. Passing both the safety technical theory exam and the practical operation skills assessment is required to be considered qualified.
7. Other Matters
(1) The assessment and certification authority shall establish and improve the computer information system for the assessment, certification, and file management of special operation personnel in construction, strengthen the construction of assessment venues and assessment personnel teams, and focus on the quality of practical operation assessments.
(2) Personnel who obtain the "Special Operation Qualification Certificate for Construction" for the first time shall have an internship operation period of no less than three months. During the internship, the employer shall designate a special person to guide and supervise the work. The instructor shall be selected from skilled workers who have obtained the corresponding special operation qualification certificate, have engaged in related work for more than 3 years, and have no bad records. After the internship period and passing the employer's assessment, the personnel may work independently.
