To strengthen the management of green construction in building projects and promote the coordinated and sustainable development of the city's construction industry, according to the State Council's "Green Building Construction Action Plan", the Ministry of Housing and Urban-Rural Development's "Green Construction Guidelines", "Green Construction Evaluation Standards for Building Projects", the Provincial Housing and Urban-Rural Development Department's "Notice on Launching Green Construction Project Creation Activities in Jiangsu Province", and the Provincial Construction Industry Association's issued "Implementation Measures for Green Construction Evaluation of Jiangsu Province Building Projects (Trial)" and "Notice on the Application Work for Green Construction Projects", it has been decided to carry out green construction project creation and evaluation activities citywide starting from 2013. To ensure the proper creation, application, and review of green construction projects, the following implementation opinions are formulated:
I. Basic Principles
Green construction projects refer to projects that strictly manage the construction process throughout the project cycle, ensuring basic requirements such as quality and safety, and through scientific management and technological progress, maximize resource savings (materials, water, energy, land), protect the environment, reduce pollution, and achieve environmentally friendly, resource-saving, and sustainable green construction projects.
Changzhou's green construction achievements include "Changzhou Green Construction Projects" and "Changzhou Green Construction Demonstration Projects", among which the "Changzhou Green Construction Demonstration Project" is the highest honor for green construction in Changzhou's building projects.
Green construction projects are voluntarily applied for by enterprises, assessed and preliminarily reviewed by the City Construction Industry Association (hereinafter referred to as the City Construction Association), and approved by the City Green Construction Project Review Committee.
The application for green construction projects is the responsibility of the general contracting unit. Projects with joint contracting (with a joint contracting contract signed) can apply jointly. The application process for green construction projects is divided into two stages: creation announcement application and review application.
Each city and district may further formulate implementation rules based on local actual conditions.
II. Organizational Structure
1. Establish the City Green Construction Project (Demonstration Project) Review Committee (hereinafter referred to as the Review Committee). The Review Committee consists of one director, two deputy directors, and several members, composed of relevant industry leaders, department heads, and experts.
2. The Review Committee has an office responsible for the daily work of selecting and reviewing green construction (demonstration) projects. The office is located in the Construction Industry Management Office of the Urban and Rural Construction Bureau (hereinafter referred to as the Construction Management Office). The office staff consists of personnel from the Construction Management Office, City Construction Industry Association, City Construction Safety Supervision Station (hereinafter referred to as the Safety Supervision Station), City Construction Project Quality Supervision Station (hereinafter referred to as the Quality Supervision Station), and City Project Cost Management Department.
3. Responsibilities of the Review Committee: lead and organize the review work, review the review methods, hold review meetings, listen to evaluation reports on project creation, study and resolve issues arising in the review work, confirm awarded projects, and recommend projects to the provincial green construction (demonstration) project list.
4. Responsibilities of the Review Committee Office: implement policies, documents, technical standards, etc., from higher authorities and the city to promote green construction management; guide and supervise the dynamic management, on-site evaluation, and related joint reviews of the city's green construction (demonstration) projects.
5. The City Construction Industry Association is specifically responsible for the application work of the city's green construction (demonstration) projects. This includes establishing and managing an expert database for green construction (demonstration) projects; organizing training and observation exchanges for personnel involved in green construction evaluation; accepting and preliminarily reviewing application materials; organizing experts to conduct on-site evaluations and summarize conditions of the city's green construction (demonstration) projects; and issuing certificates of honor for awarded projects, units, and individuals.
III. Application Scope and Conditions
(1) Application Scope: Projects within the city's administrative area with building construction scales meeting one of the following requirements.
(1) Public building projects — single projects with a building area of 8,000 square meters or more or 10 floors or more; group buildings with a total building area of 20,000 square meters or more;
(2) Residential projects — single residential projects with a building area of 5,000 square meters or more; residential communities or groups with a total building area of 20,000 square meters or more;
(3) Industrial building projects — single projects with a building area of 5,000 square meters or more or a single span of 18 meters or more, or construction projects with a total investment of 30 million yuan or more.
(2) Application Conditions:
(1) Comply with basic construction procedures;
(2) Complete the green construction related content (name, application location, and quantity) in the application form during the construction period, and be able to conduct drawing reviews and detailed design according to green construction requirements, and carry out construction according to the green construction chapters in the construction organization design and construction plan;
(3) Collect and preserve complete materials reflecting the green construction process management, self-inspection and evaluation records, as well as typical photos and video materials;
(4) No fatal accidents or quality accidents in production safety;
(5) No group accidents such as infectious diseases or food poisoning;
(6) No serious social impact caused by pollution emissions, dust, noise, or disturbances to residents;
(7) No serious social impact caused by violations of national laws and regulations related to "four savings and one environmental protection";
(8) No use of materials, technologies, processes, or equipment prohibited or phased out by national or provincial authorities;
(9) No penalties imposed by municipal or higher construction administrative departments for violations of construction laws and regulations.
IV. Creation Application
Before project commencement, the general contracting enterprise shall fill out the "Changzhou Green Construction Project Application Form" (Appendix 1), and after obtaining consent and recommendation from the local construction industry association and construction administrative department, submit it to the City Construction Industry Association. Projects in city districts (Zhonglou, Tianning) shall submit directly to the City Construction Industry Association.
1. The creation announcement application must submit the following materials:
(1) Fill out the "Changzhou Green Construction Project Application Form" (in duplicate);
(2) Materials for the green construction chapter in the construction organization design and construction plan (green construction goals must be clear, and the content should cover the requirements of "Four Savings and One Environmental Protection");
(3) Green construction management system and management regulations, and measures for implementing target management.
2. Preliminary Review
Experts organized by the Municipal Construction Industry Association conduct a preliminary review of the announced project applications, determine the engineering projects and grade recommendation plans, and announce them in the last month of each quarter.
V. Process Control and On-site Evaluation
1. The construction administrative departments of each jurisdiction and quality and safety supervision agencies should strengthen dynamic supervision of the declared green construction sites, guide and urge construction enterprises to organize construction according to the relevant requirements of the "Green Construction Evaluation Standard for Building Engineering," and keep track of inspection records.
2. The Municipal Construction Industry Association, based on the "Green Construction Evaluation Standard for Building Engineering," organizes experts to conduct no less than two on-site evaluations of the creation projects (experts must avoid conflicts of interest). The on-site evaluation mainly verifies whether the enterprise's self-assessment scores match the actual situation (the unit projects participating in the "Changzhou Green Construction Project" must have a green construction rating of qualified, and those participating in the "Changzhou Green Construction Demonstration Project" must have a rating of excellent). A summary table of the green construction stage evaluation is formed, and the evaluation results are promptly published online.
3. The main content of the on-site evaluation includes:
(1) Listening to the general contractor's introduction regarding green construction.
(2) On-site inspection of the project implementation and verification of written and visual materials related to green construction process control, including statutory basic construction procedures, green construction technical content, and the impact of green construction on project quality, schedule, and benefits. (All engineering witness materials requested by the expert group must be provided without any excuse for avoidance or refusal).
(3) Listening to the user unit's evaluation of the project's green construction implementation (during discussions between the expert group and the user unit, the main contractor and participating units should avoid attending).
VI. Review
1. The review application refers to the creation project that has no adverse issues found during dynamic supervision by relevant departments, has passed on-site evaluation, and has been completed. The general contractor fills out the "Changzhou Green Construction (Demonstration) Project Application Review Form" (Appendix 2), which, after approval and recommendation by the local construction industry association or competent department, is reviewed by the Municipal Construction Industry Association.
2. The application for review must be submitted by the applicant with the following materials:
(1) Two copies of the "Changzhou Green Construction (Demonstration) Project Application Review Form."
(2) Summary report. The report should reflect the green construction content completed during the project construction cycle, including project overview, green construction characteristics, construction management, environmental protection measures, material saving and resource utilization measures, water saving and water resource utilization measures, energy saving and energy utilization measures, land saving and construction land measures, development of new technologies, equipment, materials, and processes for green construction, application of building industrialization, comprehensive benefit analysis, etc. (Summary report within 3000 words).
(3) Records of drawing review, detailed design, and implementation of construction and technical disclosures based on green construction content in the construction organization design and construction plan according to green construction requirements.
(4) Five volumes of materials compiled according to the "Four Savings and One Environmental Protection" content in the "Green Construction Evaluation Standard for Building Engineering," including environmental protection evaluation, material saving and resource utilization evaluation, water saving and water resource utilization evaluation, energy saving and energy utilization evaluation, and land saving and land resource protection evaluation. These materials should list actual items occurring during construction according to control items, general items, and preferred items in the standard, with related text descriptions, material copies, and pictures attached (visual content included in the green construction achievement report CD).
(5) Multimedia green construction achievement report video (within 10 minutes, with narration).
(6) Relevant forms of self-evaluation conducted by the construction enterprise together with the construction unit and supervision unit according to the "Green Construction Evaluation Standard for Building Engineering," including green construction element evaluation form and green construction batch evaluation summary form.
3. The Municipal Construction Industry Association will summarize the assessment results, hold a selection meeting, listen to the assessment opinions of each assessment group, raise inquiries on related issues, discuss, and determine the recommended list by real-name voting. The results are submitted to the Municipal Green Construction (Demonstration) Project Creation Office.
VII. Rewards and Punishments
1. The Municipal Urban and Rural Construction Bureau and the Municipal Construction Industry Association will commend and award certificates to the construction units and main contractors, participating units, and supervision units that have won the "Changzhou Green Construction Project" and "Changzhou Green Construction Demonstration Project" awards.
2. Projects awarded the title of "Changzhou Green Construction Project" can be given priority to participate in the evaluation of Changzhou Civilized Construction Site, A-level Standardized Management Construction Site, and "Golden Dragon Cup" Quality Project; projects awarded the title of "Changzhou Green Construction Demonstration Project" can be given priority recommendation to participate in provincial AA-level Standardized Management Construction Site, Jiangsu Province "Yangtze Cup," and other quality project evaluations, and be preferentially recommended to apply for national and provincial "Green Construction Demonstration Projects," national AAA Standardized Management Construction Site evaluations, and participate in the "National Energy Conservation and Emission Reduction Compliance Competition" ("National May 1st Labor Award" or "National Worker Pioneer").
3. Enterprises awarded the Changzhou Green Construction Project will receive an additional 0.5 points in credit assessment; those awarded the provincial green construction project or Changzhou green construction demonstration project will receive an additional 1 point; those awarded the provincial green demonstration project will receive an additional 1.5 points; those awarded the national green demonstration project will receive an additional 3 points.
4. Projects awarded the "Changzhou Green Construction Project" can receive a reward fee of 1.5‰ of the project's sub-item engineering cost upon project settlement, as determined by the cost management department (the same below); projects awarded the "Provincial Green Construction Project" or "Changzhou Green Construction Demonstration Project" receive 3.0‰; projects awarded the provincial "Green Construction Demonstration Project" receive 3.5‰; projects awarded the national "Green Construction Demonstration Project" receive 5.0‰.
5. Construction units should actively support and advocate for construction enterprises to carry out green construction creation activities, reward construction enterprises that have won the "Changzhou Green Construction Project" and "Changzhou Green Construction Demonstration Project" according to contracts, establish an effective incentive mechanism for green construction, and create a good creation environment.
6. Construction enterprises should establish an incentive system for energy conservation and emission reduction. Relevant personnel in project departments that make outstanding contributions to creating green construction projects shall be given corresponding material rewards.
7. For projects that have been awarded the titles of "Changzhou Green Construction Project" or "Changzhou Green Construction Demonstration Project," if a quality or safety accident occurs, the title will be revoked and announced.
8. Others
All personnel involved in this work must act impartially, maintain integrity and self-discipline, and must not accept gifts or money from enterprises or related personnel. If adverse consequences arise due to staff's lack of responsibility or work that is not open, fair, or just, depending on the severity, criticism and education will be given, up to revocation of work qualifications, and the disciplinary actions will be reported to the individual's unit.
