Changzhou City Construction Project Municipal Civilized Construction Site Evaluation Measures
Chapter 1 General Provisions
Article 1 To implement the "Regulations on Safety Production Management of Construction Projects," "Standards for Safety Inspection of Building Construction," and other regulations, promote construction enterprises to improve comprehensive management levels at construction sites, and further standardize the application and evaluation of municipal civilized construction sites, these measures are formulated based on the actual situation of this city.
Article 2 The application and evaluation activities of Changzhou City construction project municipal civilized construction sites (hereinafter referred to as municipal civilized construction sites) within the administrative region of this city shall comply with these measures.
Article 3 The municipal civilized construction sites adopt the principle of voluntary application by enterprises, with evaluations and commendations conducted and announced every six months.
Article 4 The evaluation of municipal civilized construction sites adheres to the principles of openness and fairness, follows scientific evaluation standards and procedures, and implements on-site assessment separately from the evaluation.
Chapter 2 Evaluation Organization
Article 5 Establish the Municipal Civilized Construction Site Evaluation Committee (hereinafter referred to as the Evaluation Committee). The committee consists of one director, two deputy directors, and several members. The committee is composed of relevant leaders from the Municipal Urban and Rural Construction Bureau, the Municipal Construction Union, the Construction Industry Management Office and Supervision Office of the Municipal Urban and Rural Construction Bureau, the Changzhou Construction Industry Safety Supervision Station (hereinafter referred to as the Municipal Safety Supervision Station), and the construction administrative departments of the city's districts.
The Municipal Safety Supervision Station is entrusted by the Municipal Urban and Rural Construction Bureau and the Evaluation Committee to specifically implement the creation and management of municipal civilized construction sites, guide localities in creating civilized construction sites, be responsible for the target management of municipal civilized construction sites, preliminarily review application materials for municipal civilized construction sites, organize relevant personnel to conduct on-site assessments of the applied projects, and recommend projects that meet evaluation conditions.
The construction administrative departments of each district or their entrusted construction safety supervision agencies are responsible for the creation management of civilized construction sites within their jurisdiction and the recommendation of municipal civilized construction sites.
Article 6 Responsibilities of the Evaluation Committee: formulate assessment and evaluation methods, organize assessment and evaluation work, convene evaluation meetings, listen to reports on project assessments, study and resolve issues arising in assessment and evaluation work, determine awarded projects, and recommend them for provincial-level civilized construction site recognition.
Chapter 3 Scope of Selection
Article 7 Scope of application projects:
(1) Public building projects: single projects with a building area of 8,000 square meters or more; group buildings with a total building area of 20,000 square meters or more.
(2) Residential projects: single residential projects with a building area of 5,000 square meters or more; residential communities with a total building area of 20,000 square meters or more.
(3) Industrial building projects: projects with a building area of 5,000 square meters or more or single spans of 18 meters or more, or projects with a cost of 30 million yuan or more.
(4) Installation projects: equipment installation projects with a cost of 20 million yuan or more.
(5) Building decoration projects: single decoration projects with a cost of 8 million yuan or more; curtain wall projects with a cost of 8 million yuan or more.
(6) Pile foundation and foundation pit support projects: pile foundation or foundation pit support projects with a cost of 6 million yuan or more.
(7) Steel structure projects: steel structure installation projects with a cost of 10 million yuan or more.
Article 8 Projects with any of the following circumstances shall not participate in the municipal civilized construction site evaluation:
(1) Projects that did not clearly set the goal of creating a municipal civilized construction site at the start of construction and did not pre-register with the local construction administrative department;
(2) Projects that have experienced quality accidents or safety accidents above general level;
(3) Projects that have caused significant social impact due to poor control of dust and noise pollution affecting the surrounding environment;
(4) Projects with responsible complaints, public security incidents, or migrant worker wage arrears causing significant adverse effects;
(5) Projects that did not follow legal construction procedures; bidding and contracting behaviors that do not comply with regulations; construction enterprises involved in affiliation, selling qualifications, or transferring construction business; project managers lacking professional qualifications or whose qualifications do not match the projects undertaken;
(6) Projects that did not meet standards in major city-wide creation activities; projects criticized by inspection teams at the district level or above;
(7) Other uncivilized construction behaviors that violate laws, regulations, mandatory engineering construction standards, and have been verified to cause significant social impact.
Chapter 4 Creation Management
Article 9 Implement target management. Construction projects must apply for the goal of creating a civilized construction site to the local construction authority or its entrusted safety supervision station within one month after completing safety reporting procedures. The district safety supervision stations shall preliminarily review and sign verification opinions, report the project to the Municipal Safety Supervision Station, and require the construction site to hang the "Changzhou City Municipal Civilized Construction Site" plaque.
Article 10 Implement the system of hanging and removing plaques.
1. Hanging system
(1) Construction units shall promptly hang the "Changzhou City Municipal Civilized Construction Site" plaque at the construction site gate or other prominent locations to accept social supervision.
(2) For construction sites that have hung the "Changzhou City Municipal Civilized Construction Site" plaque, the district safety supervision agencies shall strengthen process supervision, and the supervision situation shall be used as the basis for the site's evaluation.
2. Removal system
(1) District safety supervision management agencies may remove the "Changzhou City Municipal Civilized Construction Site" plaque during routine supervision or special inspections if serious problems in civilized construction, safety production, or social environment are found at the construction site, issue a written notice, and simultaneously report to the Municipal Safety Supervision Station.
(2) Removal of the "Changzhou City-level Civilized Construction Site" plaque (hereinafter referred to as removal) is divided into temporary removal and permanent removal. Temporary removal can be reinstated after the existing issues are rectified and re-inspected to meet the requirements; those given permanent removal will lose their evaluation qualification.
The following situations will be given temporary removal:
1) Failure to promptly rectify violations of mandatory provisions in construction engineering;
2) High-risk sub-projects without special construction plans or special construction plans for high-risk sub-projects exceeding a certain scale that have not been reviewed by experts;
3) During daily safety supervision, if on-site safety production conditions deteriorate or civilized construction is inadequate, resulting in warnings or stop-work rectification notices;
4) Points deducted in urban long-term management;
5) Project managers or safety officers not performing their duties on site as required.
The following situations will be given permanent removal:
1) Situations listed in Article 8 of these measures;
2) Temporary facilities on the construction site do not meet safety use requirements, or employee collective dormitories are set up inside buildings not yet completed;
3) Major equipment accidents have occurred, such as complete tower crane collapse, tower crane jib falling to the ground, overall lifting scaffold collapse; lifting machinery without installed warning monitoring systems;
4) Use of equipment banned by national or provincial authorities or equipment without certification;
5) Use of unqualified safety nets and other safety protective equipment;
6) Having been temporarily removed two or more times cumulatively.
Article 11: Strengthen the joint creation of civilized construction sites
Include construction units and supervision units in the evaluation and commendation of civilized construction sites. For projects awarded city-level civilized construction sites, the chief supervising engineer and the on-site person in charge of the construction unit will be jointly commended.
Chapter 5: Application Procedures
Article 12: Applications for city-level civilized construction sites must meet the following conditions:
1. Comply with the scope and standards of application projects stipulated in these measures;
2. Complete construction safety supervision and related procedures;
3. Clearly define the goal of creating a city-level civilized construction site at the start of construction and have registered with the local construction administrative department;
Within one month after completing safety supervision procedures, the construction unit shall determine the civilized construction site creation goals based on the bidding commitments and its own requirements, prepare application materials for civilized construction sites, and submit them to the construction unit and supervision unit for review and approval before submitting to the local construction safety supervision agency. Late submissions will not be accepted. Application materials for projects in urban districts (Tianning, Zhonglou, Qixiu) should be submitted directly to the Municipal Safety Supervision Station.
4. Earnestly implement national and provincial safety production policies, laws, regulations, and standards; maintain a sound safety assurance system; legally obtain a safety production license; and equip full-time safety production management personnel and special operation personnel with valid certificates as required.
Chapter 6: Project Assessment
Article 13: The assessment of city-level civilized construction sites is divided into four stages.
1. Approval assessment: When the project has completed 20% to 30% of the work, the construction unit shall apply to the local construction safety supervision agency for on-site approval assessment. The agency will organize the assessment and promptly report the results to the Municipal Safety Supervision Station.
2. Notification assessment: When the project has completed 40% to 60% of the work, the construction unit that passed the approval assessment shall apply to the local construction safety supervision agency for on-site assessment. After verification of the work progress by the local agency, a written application will be submitted to the Municipal Safety Supervision Station. The station will organize experts and related personnel to conduct on-site assessment within 10 working days.
On-site assessment experts are randomly selected from the Changzhou City Safety Civilized Construction Site Evaluation Expert Database and are subject to a recusal system.
Related personnel are randomly selected from relevant departments and safety supervision agencies.
3. Dynamic assessment: From when the project completes 70% of the work until completion, each construction safety supervision agency shall conduct at least one dynamic assessment of sites that passed the notification assessment and promptly report the results to the Municipal Safety Supervision Station.
4. Routine supervision assessment: The local construction safety supervision agency shall assess the safety production and civilized construction status of the project site during routine supervision inspections.
Article 14: Assessment content and basis
1. Assessment content includes six major inspection items: safety management, protective facilities, temporary electricity management, mechanical equipment, civilized construction, and fire protection;
2. The assessment basis is the "Construction Safety Inspection Standard" (JGJ59), and scoring is conducted according to the "Changzhou City Civilized Construction Site Assessment Scoring Table";
3. After each assessment, the assessment team shall promptly summarize the scores and publish them online.
Chapter 7: Project Review
Article 15: The Municipal Safety Supervision Station accepts city-level civilized construction site review materials twice a year, with deadlines on June 15 and December 15 respectively.
Article 16: Review materials include:
1. "City-level Civilized Construction Site Application Form" (for the respective district);
2. Copy of the "Construction Project Construction Permit";
3. Project construction quality completion acceptance certificate;
4. Notification or recommendation documents from the district (city) regarding civilized construction site inspections;
5. On-site creation activity video materials, including facade protection, edge and opening protection, scaffold erection, temporary electricity, mechanical equipment maintenance and management, site appearance, material stacking, warning signs, and temporary living facilities.
Article 17: Review procedures
1. The Municipal Safety Supervision Station conducts a preliminary review of the application materials and includes those meeting the review conditions in the review scope;
2. The judging committee reviews the preliminary materials submitted by the Municipal Safety Supervision Station and the on-site assessment projects. After evaluation, the projects proposed for commendation are determined and publicly announced citywide for a 7-day period to accept social supervision. After no objections are raised during the public notice, an official announcement is issued.
Chapter 8 Rewards and Punishments
Article 18 Projects recognized as municipal-level civilized construction sites will be commended by the Municipal Urban and Rural Construction Bureau and awarded the "Changzhou City Construction Project Municipal-level Civilized Construction Site" certificate and plaque.
Article 19 After project completion, the on-site safety and civilized construction measure fees shall be implemented according to relevant documents. The project cost management agency will verify the fees based on the civilized construction site selection results announced by the province, city, and district, as well as the "Changzhou City Project Safety Production Evaluation Form" issued by the construction safety supervision agency. Adjustments will be made during project settlement, and fees not verified shall not be included.
Article 20 Projects awarded the title of "Changzhou City Construction Project Municipal-level Civilized Construction Site" will have the construction company and project manager's credit performance recorded according to relevant regulations, serving as one of the bases for enterprise credit management and dynamic management of project managers.
Article 21 During the application and evaluation process for municipal-level civilized construction sites, falsification is prohibited. The judging committee and its staff must act impartially and with integrity, and must not accept gifts or money from applying units or related personnel. Violators will be dealt with according to relevant regulations based on the severity of the case.
If an applying unit is found to have bribed or given gifts to evaluators or judging committee members, their qualification for civilized construction site evaluation will be canceled upon verification.
Chapter 9 Supplementary Provisions
Article 22 These measures are interpreted by the judging committee.
Article 23 These measures shall come into effect on July 1, 2013, and Document Changjian [2004] No. 196 shall be repealed simultaneously.
