Notification on the Special Inspection of the Quality of Reinforcement Engineering at Construction Sites Across the City

To ensure the quality of the main structure of construction projects, according to the annual work plan and the requirements of the "Notice on Conducting Special Inspections of Rebar Engineering Quality at Construction Sites" (Chang Quality Supervision [2013] No. 7), our station conducted a special inspection of the rebar engineering quality at construction sites under construction throughout the city from April 11 to April 26. The inspection results are hereby reported as follows.

Regarding the Reinforcement Engineering of Construction Sites in the City
Notification on the Special Quality Inspection
 
To all relevant units:
  To ensure the quality of the main structure of construction projects, according to the annual work plan and the requirements of the "Notice on Carrying out Special Quality Inspection of Reinforcement Engineering at Construction Sites" (Changzhi Jian [2013] No. 7), our station conducted a special inspection on the quality of reinforcement engineering at construction sites under construction in the city from April 11 to April 26. The inspection results are hereby notified as follows:
1. Overall Situation
  This special inspection was conducted based on the self-inspection and self-correction work of relevant units on reinforcement engineering quality, combining supervision patrols and spot checks. A total of 79 projects were inspected, among which the special inspection team conducted spot checks on 22 projects.
  The overall quality inspection of reinforcement engineering at construction sites in the city was good. The vast majority of responsible units for project construction were able to carry out construction according to design documents and relevant standards. The implementation of reinforcement material, process inspection system, and concealed project acceptance system was good. On-site sampling tests by the inspection team showed that the diameter deviation of processed reinforcement met national standard tolerance requirements. No use of undersized reinforcement was found. The inspected projects all tested the seismic mechanical properties of the reinforcement used according to design requirements, and the results met the standard requirements. Residential projects basically complied with the common defect control standards. Based on this inspection, it was decided to commend three projects: the 56#-58# buildings and P2 parking garage on the north side of Dongfang West Road and west side of Qingyang Road constructed by Jiangsu Jinxiang Construction Engineering Co., Ltd.; the 5# building of Hongzhuang Machinery Factory HX-020602 plot constructed by Anqing Sanjiang Construction Engineering General Company; and the 1#-7# buildings and basement of the fixed-sale commercial housing on the Changzhou Textile Instrument Factory plot constructed by Jintan Construction Group Co., Ltd.
2. Main Problems Found
  This special inspection also found some projects with irregular quality behavior and construction quality not meeting requirements. The main problems are as follows:
  1. Some units had arbitrary reinforcement node practices in some projects, and the implementation of relevant standards, regulations, and atlas construction requirements related to reinforcement engineering was inadequate.
  The construction of wall body and wall column reinforcement nodes in shear walls did not meet requirements. For example, in the bottom strengthening zone of first and second level seismic shear walls, vertical reinforcement was staggered improperly, and the construction of horizontal distribution reinforcement at edge components did not match atlas requirements. Reinforcement binding measures did not meet standards, such as insufficient binding on slab and beam side reinforcement, unbound beam bottom reinforcement, and wall hooks and single-leg stirrups on wall columns bound only on one side or not at all.
  2. Some reinforcement engineering physical works did not match design documents.
  The quantity and specifications of main stress reinforcement did not meet design requirements. For example, in the 16# building of China Resources International constructed by Jiangsu Longxin Construction Group Co., Ltd., some single-leg stirrups in shear wall edge components were skipped or not set, and the quantity of shear wall column reinforcement did not meet design requirements with arbitrary cutting of main column reinforcement; in the 8# building of Guotai Mingdu Phase III constructed by Jiangsu Suzhong Construction Group Co., Ltd., some connecting beam reinforcement quantity and spacing did not meet design requirements; in the 23# building of Qinglong Ziyun constructed by Changzhou Yangming Construction Engineering Co., Ltd., some slab reinforcement spacing did not meet design requirements.
  3. The raw material acceptance system and special construction plan implementation were inadequate.
  Some construction projects did not provide original quality assurance certificates for reinforcement raw materials upon entry. Copies provided by material suppliers were sometimes not handwritten, lacked signature of the copier, or did not indicate the location of the original. Some projects had inconsistent steel batch numbers between quality assurance certificates, physical tags, and entry inspection reports, resulting in poor traceability, such as the 23# building of Qinglong Ziyun constructed by Changzhou Yangming Construction Engineering Co., Ltd. Quality assurance documents for straight-threaded couplers were incomplete, factory certificates did not meet regulation requirements, and valid product type inspection reports were not provided. When concrete waterproof flanges were cast a second time, reserved insertion bars were not left on site according to the special plan. When connected components of different concrete strength grades were cast simultaneously, corresponding isolation measures were not set as required by the plan.
Based on the inspection, it was decided to issue a notification of criticism to the 16# building of China Resources International constructed by Longxin Construction Group Co., Ltd., the 8# building of Guotai Mingdu Phase III constructed by Jiangsu Suzhong Construction Group Co., Ltd., and the 23# building of Qinglong Ziyun constructed by Changzhou Yangming Construction Engineering Co., Ltd. At the same time, the Municipal Urban and Rural Construction Bureau was requested to deduct corresponding daily assessment credit points from the responsible units.
3. Next Work Measures
  1. Take problems seriously and actively implement rectification.
For projects with quality problems found in this inspection, relevant units should immediately implement rectification measures, strictly rectify according to regulations, and after completion, have the rectification verified by the supervision unit to ensure effective implementation. Our station will conduct re-inspections as appropriate.
  2. Improve on-site quality management and earnestly fulfill quality responsibilities.
  Construction units should ensure the effective operation of internal quality assurance systems, strengthen management of reinforcement entry and sampling inspection on site, enhance control over reinforcement processing, and strictly implement the "three inspections" system for each process of reinforcement engineering.
  Supervision units should strengthen their own construction, ensure systematic learning of professional knowledge for on-site personnel, implement quality responsibility systems, strengthen site patrols, parallel inspections, and witnessing work, actively play the role of "supervision, assistance, and promotion," promptly point out problems found and urge rectification, and carefully check the completion of rectification to ensure reinforcement engineering quality.
  3. Strengthen supervision patrols and implement on-site assessments.
  To further implement the Ministry of Housing and Urban-Rural Development Order No. 5 and relevant regulations on construction market credit assessment in our city, promote organic linkage between "supervision and testing," further strengthen quality management of reinforcement and other raw materials, and improve the quality of construction projects, our station will normalize daily patrols of reinforcement engineering and strictly enforce the daily credit point deduction mechanism for projects with major quality problems found during patrols.
