Several Opinions on the Level of Physical Quality
With the joint efforts of the construction administrative departments at the municipal and district levels and all construction entities, the overall quality level of building projects in our city has steadily improved. However, the construction administrative departments and relevant units:
In recent years, common quality defects still exist and the number of high-quality boutique projects is relatively small. To further strengthen the management of building project quality, address common quality defects, and deeply carry out the creation of high-quality boutique projects, the following opinions are proposed to improve the physical quality level of building projects in Changzhou:
1. Increase the enforcement of engineering quality laws, regulations, and standards, and improve the implementation of standards and mandatory provisions. Strengthen publicity, education, and training on engineering quality supervision, organize special lectures on quality excellence and boutique creation, new standards training, and on-site observation activities.
2. Further implement the responsibilities of all construction entities for engineering quality. Thoroughly implement the spirit of the State Council's "Regulations on Construction Project Quality Management." Construction units should fully play their leading role as the primary responsible party for quality, establish a quality excellence concept, strengthen quality performance management of surveying, design, construction, and supervision units, and must not arbitrarily lower design standards, structural safety, or functional requirements. Construction units should strengthen the implementation of the quality assurance system and quality responsibility system, clarify quality excellence goals. In bidding documents, construction units should clearly appoint a project quality manager (providing a quality management authorization letter) responsible for on-site quality management with veto power. Strengthen certification and assessment of quality inspectors' self-inspection duties; processes not self-inspected shall not be submitted to supervision units for acceptance. Establish a quality inspector information database and strengthen credit assessment management. Supervision units should earnestly perform supervision duties, clarify and detail responsibilities for on-site patrol supervision, parallel inspections, and key process handover inspections, strengthen physical quality supervision, resolutely stop illegal quality behaviors by construction units, and promptly report to construction administrative departments.
3. Establish a registration management system for building materials. Focus on implementing a registration system for key building materials such as thermal insulation and energy-saving materials, wall materials, prefabricated piles, waterproof materials, and additives. Strengthen credit reward and punishment (removal) management of the building materials market, increase the frequency of sampling inspections of main raw materials, strictly enforce witness sampling systems, prevent quality risks from the source, and ensure project quality and safety.
4. Implement the quality acceptance responsibility system for residential projects. Construction (development) units should specify the names, contact information, and other details of all parties involved in project completion acceptance on the "Residential Quality Guarantee Certificate," strengthen complaint management for residential project quality, and deliver satisfactory and reliable homes to owners.
5. Increase the assessment of the integrity system for all participating units, raise the weight of physical quality in the integrity system assessment of ongoing projects. For completed projects with complaints due to quality issues, the responsible unit's integrity score will be dynamically assessed, guiding all participants to value not only construction documentation but also physical quality during project management.
6. Further standardize the selection of high-quality main structure projects, revise the evaluation methods for high-quality main structure projects in Changzhou, strengthen sampling inspections and process assessments of project physical quality, and promote green construction. Construction and supervision units should earnestly implement witness sampling and testing of raw materials such as rebar and concrete, strengthen handling of unqualified samples and supervision of construction processes, control cracking, hollowing, and leakage in concrete structures, and strictly prevent "negative tolerance" phenomena.
7. Deeply carry out the "Double Creation" activities, elevate creation goals to provincial high-quality projects, provincial civilized sites, and green construction, striving for "no quality complaints, no safety accidents." Organize the establishment of a "Double Creation" on-site guidance and service team, regularly organize site visits to stimulate construction units' enthusiasm for quality excellence. Through "Double Creation" activities, further improve the physical quality of main structures, decoration, installation, and other projects, earnestly implement the "Changzhou Building Equipment Installation Project Common Defect Prevention and Standardized Construction Guidance Manual," and actively explore new ideas and methods to address current common quality defects.
8. Strengthen the city's "Golden Dragon Cup" high-quality project selection work. First, formulate unified requirements for the creation of the city's "Golden Dragon Cup" high-quality projects, compile local standards or detailed node drawings for main structures, roofs, decoration, installation, and other sub-items. Projects violating standards and node practices will be vetoed. Second, starting this year, all newly started (including ongoing but not completed) projects must implement a pre-declaration system for quality excellence goals. Within one week of obtaining the "Construction Project Permit," the contractor should proactively declare the quality excellence goals and plans. Regulatory departments will strengthen process supervision of excellence projects. Third, strive for reward policies for projects winning national quality and Luban awards.
9. Strictly implement the Ministry of Housing and Urban-Rural Development's "Regulations on Quality Supervision and Management of Housing Construction and Municipal Infrastructure Projects" (Order No. 5) to reform the engineering quality supervision model, clarify key points of quality supervision, and strengthen quality inspections and random sampling. Engineering quality supervision agencies should actively cooperate with the bureau's surprise law enforcement inspections, strengthen coordination with urban construction inspection teams and other departments, carry out various special actions, and increase penalties for units and personnel responsible for illegal, irregular behaviors and quality problems. Promote the city's building engineering quality to a new level.
