Notice on Strengthening the Management of Concrete and Mortar Test Blocks in Construction Projects

To further improve the quality of main structural engineering, in accordance with the spirit of the "Several Opinions on Further Strengthening the Quality Inspection Management of Construction Projects in Our Province" (Su Jian Zhi [2004] No. 318), and based on the actual situation of our city, the following specific matters regarding the strengthening of the management of concrete and mortar test blocks (hereinafter referred to as test blocks) in construction projects in our city are hereby notified.

Regarding Strengthening Concrete in Construction Projects
and Mortar Test Block Management Work Notice
 
To all construction administrative departments, construction, supervision, testing and other units:
To further improve the quality of main structural projects, in accordance with the spirit of the "Several Opinions on Further Strengthening the Quality Inspection Management of Construction Projects in Our Province" (Su Jian Zhi [2004] No. 318), and combined with the actual situation of our city, the following specific matters regarding strengthening the management of concrete and mortar test blocks (hereinafter referred to as test blocks) in construction projects in our city are hereby notified:
I. Standardize Test Block Production Management
1. Construction enterprises should attach importance to the production of test blocks on construction sites. Molds and other production tools should meet standards and specifications; test blocks should be clearly marked according to relevant regulations; test block producers should be professionally trained and relatively fixed. The entire process of test block production and sample delivery should be conducted under supervision witness to ensure that concrete and mortar test blocks truly reflect the quality of the project entity.
2. Construction and supervision enterprises should strengthen supervision of the test block production and curing process. Supervision enterprises should enhance training for test block witnesses, urge test block producers to operate according to standards, and prohibit any falsification.
II. Strengthen Test Block Testing Management
1. Testing units should strengthen education and training of practitioners to improve the professional ethics and technical level of engineering quality inspectors.
2. Testing units should standardize test block testing behavior. Test personnel must be certified and strictly prohibited from improper operations that affect test data or issuing false reports.
3. If testing units find that test block results do not meet specification requirements, they should establish a dedicated ledger and report to the engineering quality supervision agency within 24 hours as required.
III. Management of Entity Testing When Test Block Results Do Not Meet Specifications
1. From June 15, 2013, for all ongoing construction projects with test block results not meeting specifications, the construction unit shall be responsible for re-commissioning another testing unit for entity testing. The original test block testing unit shall not conduct the entity testing.
2. Testing units undertaking such entity testing must have been rated A or B in the previous year's Jiangsu Province Construction Project Quality Testing Credit Rating (see Attachment 1). The frequency of participation by A and B level units in such business will be managed differentially by the Municipal Construction Project Quality Supervision Station.
3. Construction units commissioning entity testing units should use the random number generator at the Municipal Construction Project Quality Supervision Station to randomly select the testing unit. Quality supervision personnel will supervise the random selection process. Participants and supervisors must sign the random selection record. (See Attachment 2)
4. After the entity testing unit is determined, the construction unit shall be responsible for jointly preparing the testing plan with construction, supervision, and testing units, and promptly report it to the local quality supervision agency for record.
IV. Strengthen Testing Supervision Management
1. Units and individuals who falsify testing results or conceal test block results that do not meet requirements will be recorded as misconduct in the credit database and publicly criticized.
2. Units undertaking such entity testing who engage in fraud, issue false reports, or fail to perform duties seriously will be disqualified from undertaking such business and recommended for credit rating downgrade.
V. Others
1. Jintan and Liyang cities may refer to the spirit of this notice to strengthen local concrete and mortar test block management.
