Wen Jiabao: Completed affordable housing should be quickly put on the market to consolidate regulation and control

On the afternoon of August 31, Wen Jiabao, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, emphasized during his inspection of affordable housing construction in Tianjin that the progress and quality of the housing project should not be judged solely by the number of projects started or completed, but by whether the housing is promptly put on the market to meet the urgent needs of the people, and whether the quality and services satisfy the public.

  On the afternoon of August 31, Wen Jiabao, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, emphasized during an inspection of affordable housing construction in Tianjin that the progress and quality of the housing project should not be judged solely by the number of starts or completions, but by whether the housing is timely put on the market to meet the urgent needs of the people, and whether the quality and service satisfy the public.
  Wen Jiabao visited the construction site of Shuangqing New Home in Beichen District, Tianjin. This is currently the largest affordable housing project under construction in Tianjin. The project covers a total area of 3.52 million square meters, with a total building area of 3.7 million square meters, including public rental housing, price-limited commercial housing, ordinary commercial housing, commercial operations, and supporting public facilities. Wen Jiabao entered the building under construction to inspect the housing structure and construction status. He told the construction team that affordable housing projects affect thousands of households and are closely related to the vital interests of the general public, especially low-income groups. He hoped they would prioritize quality and safety, be meticulous and strive for excellence in every stage from design, construction, management, supervision to acceptance, to satisfy the people and reassure the Party and government.
  Later, in a temporary building beside the construction site, Wen Jiabao held talks with leaders of the affordable housing construction, construction, and supervision units. Wen Jiabao said that from 2009 to the end of 2011, more than 21 million units of urban affordable housing were started nationwide, with 11 million units basically completed. The coverage of affordable housing increased from less than 4% in 2008 to 11%, and this work has been sincerely supported by the broad masses. The facts prove that affordable housing projects are livelihood projects, development projects, and projects that win the people's hearts.
 
  Wen Jiabao said that doing a good job in affordable housing is an important support for stabilizing housing prices and consolidating the achievements of real estate market regulation. The current round of real estate regulation has lasted for two years and achieved significant results, generally curbing the rapid rise in housing prices. However, real estate market regulation is still at a critical stage. To consolidate the achievements, it is necessary to resolutely curb investment and speculative housing demand, and more importantly, to increase effective housing supply, including ordinary commercial housing and affordable housing. Completed affordable housing should be put on the market as soon as possible. If completed affordable housing is left unused or unsatisfactory to the public, it neither solves the difficulties of the people nor plays the role of promoting economic growth through affordable housing projects, and thus cannot be considered qualified.
  Wen Jiabao said that great importance should be attached to several key links in the planning, construction, and allocation of affordable housing projects. First, in the construction phase, besides timely construction, the most important is to ensure quality. Quality should be regarded as the lifeline of affordable housing projects. Second, in the allocation and management phase, strict systems and standardized procedures must be established to reflect openness, fairness, and transparency. Every process of application, acceptance, review, and public announcement must be fair to ensure fairness of results. Third, layout and supporting facilities must be given an important position. The planning and site selection of affordable housing should fully listen to public opinions and fully consider practical issues such as transportation, schooling, shopping, and medical care. Supporting facilities and affordable housing should be planned and constructed simultaneously, not only to ensure that people can rent and live there, but also to make people truly feel that life is convenient.
  Wen Jiabao also visited residents at Qiuyi Garden, a public rental and economically affordable housing community in Tianjin, to learn about their living conditions.
