According to the Chongqing Municipal Urban and Rural Construction Committee, Chongqing recently formulated and introduced the "Green Low-Carbon Ecological Urban Area Evaluation Index System" to transform the urban and rural construction development model and alleviate resource and environmental constraints during the urbanization process.

A relevant person in charge of the Chongqing Municipal Urban and Rural Construction Committee stated that the proposed new, expanded, and renovated green low-carbon ecological urban areas within Chongqing's jurisdiction should be planned, designed, constructed, and managed strictly in accordance with the "Index System," fully reflecting the requirements of resource conservation and environmental protection, and building high-level green low-carbon ecological urban areas with local characteristics. At the same time, other new, expanded, and renovated urban areas are encouraged to refer to the requirements of the "Index System" and guide urban and rural construction with green, ecological, and low-carbon concepts.
According to the requirements of the "Evaluation System," all new buildings in Chongqing must be 100% certified with national or local green building labels obtained after 2012, with 30% being three-star and two-star green buildings. Such buildings can maximize resource savings, including energy, land, water, and materials, protect the environment, and reduce pollution, allowing people to live healthier and more efficiently. It is understood that Chongqing has already completed some green buildings, such as the Jiangbeizui Financial City Project No. 3 and the Guohui Center office building at Nanping Convention and Exhibition Center, all of which adopt energy-saving new technologies like water air conditioning and solar roofs.
In green low-carbon ecological urban areas, all household waste must be sorted and collected, and all household waste must undergo harmless treatment such as landfill and incineration; 90% of domestic sewage must be centrally treated.
It is understood that Chongqing's first green low-carbon ecological city will pilot construction in the Yuelai area of the Liangjiang New Area, with a core area of about 3.43 square kilometers, and the conceptual planning scheme has already been released.
