The Spring Festival has passed, and construction sites across the city are gradually entering the phase of resuming work. To effectively ensure safety production after the holiday, prevent construction safety accidents, guarantee a good start and progress in construction safety management for the new year, achieve a good beginning for construction safety production in our city, and ensure safety and stability during the national "Two Sessions" period, it has been decided that from February 10, 2017, to March 31, 2017, a "2017 Spring Breeze Action" for construction safety production will be carried out citywide. The relevant requirements are hereby notified as follows.

The Spring Festival has passed, and construction sites across the city are gradually resuming work. To effectively ensure safety production after the holiday, prevent construction safety accidents, ensure a good start and progress in construction safety management for the new year, achieve a good beginning for construction safety production in our city, and maintain safety and stability during the national "Two Sessions," it has been decided to carry out the "2017 Spring Breeze Action" for construction safety production citywide from February 10, 2017, to March 31, 2017. The relevant requirements are hereby notified as follows:
1. Attach great importance to safety production work after the holiday resumption
All levels of construction administrative departments and all parties involved in projects must earnestly learn from the lessons of the Jiangxi "11.24" accident, fully implement the main responsibility of enterprises for safety production, local management responsibility, and industry supervision responsibility. With a high sense of political responsibility, full enthusiasm, and good work style, place the safety of post-holiday resumption and safety during the national "Two Sessions" in a prominent position, strengthen organizational leadership, conduct special research and deployment, strictly implement responsibilities, reinforce work measures, and solidly ensure safety production after the holiday resumption.
2. Implement enterprise responsibilities and effectively ensure safety production after the holiday resumption
Safety production work after the holiday resumption is crucial to ensuring the overall stable situation of construction safety production throughout the year in our city. All parties involved in the project must conscientiously fulfill their respective main responsibilities for safety production and effectively ensure safety production after the holiday resumption.
1. Before the site resumes work, each construction unit must organize the general contracting enterprise, supervision enterprise, and all subcontractors to make detailed arrangements for the post-holiday resumption inspection and safety production management work, fully mobilize, clarify responsibilities, strengthen measures, and ensure site safety.
2. Before resuming (or starting) work on construction projects, construction units must conduct special safety production education and training for project management personnel, special operation personnel, and frontline workers according to the "education first" requirement based on the actual situation of the construction site. Especially for workers changing shifts, transferring positions, or newly recruited, targeted safety education and training should be conducted in various ways. Before starting work, safety technical disclosures should be made according to work types and construction characteristics, so that newly arrived migrant workers or transferred workers fully understand the project's hazards, locations, preventive measures, and basic safety operation procedures, improving their safety awareness and level. Construction and supervision units must supervise and inspect the education process in a timely manner, insist on education before work, and carefully verify the certification status of the three types of personnel and special operation personnel. No one is allowed to work on site without education and training.
3. Before formal resumption of work at construction sites, construction, supervision, and construction units should organize comprehensive inspections of the site. Inspection records should be archived as part of the project safety documentation. Key inspection points include whether the project leader of the construction unit, project manager of the construction unit, full-time safety officer, and chief supervising engineer of the supervision unit are on duty and performing their duties; whether safety education for workers is in place; whether deep foundation pits, formwork support systems, scaffolding, unloading platforms, temporary electricity, hoisting machinery and equipment, labor protection supplies configuration and use, site fire protection, workers' residence, food hygiene, and temporary facilities meet safety production standards; whether dust control measures meet civilized construction requirements. All identified hazards must be assigned personnel, deadlines, and measures for rectification and rechecked promptly to ensure all safety facilities are intact, sensitive, reliable, and firm, and all civilized construction measures are implemented. After reinspection meets requirements, the chief supervising engineer must sign and issue a resumption notice before work can resume. Projects without resumption inspection or failing inspection are strictly prohibited from resuming work.
3. Strengthen supervision and enforce laws strictly
Construction administrative departments at all levels must strengthen supervision, fulfill their responsibilities, and effectively manage safety production supervision for construction site resumption after the Spring Festival. Based on enterprise self-inspection, random inspections of ongoing construction sites under their jurisdiction should be conducted using the "four no's and two direct" method. Any violations such as failure to conduct post-holiday resumption inspections or inadequate rectification, key project management personnel absent but work started without authorization, workers starting work without post-resumption safety education, etc., will be deemed as not meeting safety production conditions for resumption, strictly prohibiting work commencement. Work already started must be immediately suspended, and responsible units and persons will be severely dealt with according to relevant regulations.
All regions and units should promptly and earnestly summarize good practices and achievements from the "2017 Spring Breeze Action" and submit written summary materials to the Changzhou Construction Project Management Center before April 5, 2017.
