Key Points of Changzhou City's Work on Safety Production Training and Assessment in 2017

  Fully implement the "Opinions of the CPC Central Committee and the State Council on Promoting Reform and Development in the Field of Safety Production," strictly enforce the primary responsibility of enterprises for training, further improve the safety quality and skills of practitioners; promote the solid foundation of safety training and further enhance the training quality of institutions; continuously improve the examination system and further standardize the examination and assessment mechanisms; strengthen public safety awareness education, further raise the overall intrinsic safety level of society, and promote the continuous and stable development of the city's safety production situation.
 
1. Focus on key points and vigorously promote safety training for three categories of personnel.
  1. Strengthen training for main responsible persons and safety production management personnel. Implement the primary responsibility of enterprises for safety production, focusing on safety education training and retraining for main responsible persons, safety directors, and safety production management personnel in high-risk industries such as non-coal mines, fireworks and firecrackers, hazardous chemicals, and metal smelting; increase publicity efforts to improve the participation rate of main responsible persons and safety production management personnel in general production and business units.
  2. Strengthen safety training for special operations personnel. Enhance qualification review for special operations personnel training, strictly enforce training hour requirements, and establish training records. Focus on hazardous chemical operations, refrigeration and air conditioning, welding and thermal cutting, and high-altitude operations, urging enterprises to train all required personnel, who must obtain special operations certificates before starting work.
  3. Vigorously carry out safety training for frontline employees of enterprises. Adhere to the model of enterprise self-training as the main approach to improve the pertinence and effectiveness of education and training. Focus on team leaders, frontline operators in high-risk industries, and migrant workers, enhancing their awareness of compliance, risk identification, hazard investigation and management, emergency response, and self-rescue and mutual aid capabilities. Safety supervision departments at all levels should increase support and services to address prominent issues such as lack of training capacity and poor safety education management in small and micro enterprises.
2. Focus on standardization and strengthen safety training assessment management.
  4. Adjust the organization of examination and assessment work. According to the "Reply from the Municipal Office on Agreeing to Adjust the Responsibilities of Changzhou Safety Production Publicity and Education Center" (Changbianban [2016] No. 155), from 2017, the Changzhou Safety Production Publicity and Education Center (hereinafter referred to as Changzhou Publicity and Education Center) undertakes the responsibilities of the city's safety production training examination and assessment center, further improving the examination and assessment mechanism. The center shall organize and manage city-level safety production training examinations according to safety production examination standards, handle exam applications, organize exams, dispatch examiners and assessors, supervise exams, and issue certificates. Each safety training examination site must fulfill its duties, including candidate qualification review, exam organization and management, and maintaining assessment records.
  5. Strictly enforce examination and assessment standards. Strictly manage certification and further standardize examination procedures. For main responsible persons and safety production management personnel in high-risk industries such as non-coal mines, fireworks and firecrackers, hazardous chemicals, and metal smelting, the initial and renewal assessments of safety knowledge and management ability certificates shall fully implement the national computer examination system; retraining for these personnel should use the Changzhou Safety Production Education and Training Assessment System (hereinafter referred to as the City Education and Training Assessment System) to organize retraining assessments, issuing "training record" cards immediately upon passing. Main responsible persons and safety production management personnel in general production and business units may use the City Education and Training Assessment System for computer-based exams to improve training quality.
  6. Develop and improve examination and assessment plans. The Changzhou Publicity and Education Center should scientifically set examination plans for main responsible persons and safety management personnel based on the number and regional distribution of personnel requiring assessment in high-risk industries, guide training institutions to reasonably arrange training frequency and class plans, ensuring that training and assessment periods for various high-risk industries across the city are evenly and orderly distributed, with the annual training proceeding smoothly.
3. Focus on quality and strengthen the foundation of safety training.
  7. Strengthen management of safety production training institutions. Safety supervision departments at all levels should actively guide training institutions to carry out safety education and training for local production and business units. According to provincial training institution management regulations and local training needs, try to focus on cultivating professional educational institutions with good basic conditions such as colleges and vocational technical colleges to undertake safety production training for main responsible persons and safety production management personnel in the region. Local safety supervision bureaus should conduct audits and daily supervision of training institutions within their jurisdiction. The Changzhou Publicity and Education Center should strengthen policy and business guidance for safety training institutions citywide, continuously improving teaching quality.
  8. Accelerate the construction of practical operation facilities at examination sites. According to the requirements of the National Safety Supervision Administration's "Notice on Issuing the Standards for Special Operations Safety Technical Practical Operation Examinations and Examination Site Equipment (Trial)," examination sites should increase investment, accelerate software and hardware construction, purchase necessary practical assessment equipment, encourage priority procurement of provincial bureau standardized practical assessment equipment, and accelerate intelligent upgrades of existing equipment. Examination sites with insufficient or outdated practical equipment that cannot meet syllabus assessment requirements will have their qualification for certain work types restricted.
  9. Strengthen education and training quality management. The Publicity and Education Center should enhance guidance to training institutions. Urge all training institutions to strictly follow safety training syllabi and training hour requirements set by national and provincial safety supervision departments, scientifically formulate training plans, and improve conventional education models. Use teaching aids such as simulators, audiovisual equipment, and field visits, mainly conduct centralized lectures, and adopt case teaching, warning visits, and interactive discussions as supplementary methods to ensure training hours and improve training effectiveness; special operations training should emphasize practical safety skills and accident prevention, strengthening hands-on training.
4. Focus on teaching and actively explore safety training models.
  10. Strengthen the construction and management of the teaching staff. First, conduct teacher selection to further expand the "teacher pool," achieve resource sharing of part-time teachers citywide, and continuously meet the increasing demands of safety training tasks. Second, strictly manage teachers. Training institutions should select teachers familiar with safety training teaching rules and possessing relevant safety production knowledge and skills; full-time and part-time teachers should have at least five years of practical experience in their professional fields. Third, strengthen teaching exchanges with teachers from other provinces and cities, invite experts to provide teaching ability training for teachers in the teacher pool, introduce advanced teaching staff from other regions, and continuously improve teaching quality.
  11. Conduct targeted special training. Based on annual regulatory priorities, industry management requirements, regional industrial composition, and typical local accident cases, carry out targeted industry-specific or thematic training; focus on industries prone to major accidents, key time nodes, and critical weak links to strengthen seasonal safety production prevention and early warning publicity; tailor training content according to enterprise job responsibilities, with main responsible persons focusing on legal and regulatory promotion, and safety production management personnel focusing on safety management capabilities. Strengthen training for safety production regulatory personnel at all levels to improve law enforcement competence. Regions should fully utilize information technology and actively explore new online training models.
  12. Deepen the promotion of laws and regulations. According to national, provincial, and municipal promotion requirements, incorporate the "Work Safety Law," "Occupational Disease Prevention Law," "Jiangsu Province Safety Production Regulations," and newly issued national safety supervision administration orders and policy documents into established training courses. Promote education and training for production and business unit leaders, safety production management personnel, and practitioners in a planned and hierarchical manner, enabling them to understand and clarify their legal rights and obligations in production and business activities, and consciously learn, understand, and abide by the law.
5. Focus on effectiveness and strengthen daily supervision of safety training
  13. Deepen the integration of assessment and administrative law enforcement. Training institutions should promptly enter training and assessment information into the "Municipal Education and Training Assessment System," regularly synchronize safety production knowledge and management ability assessment certificate information with the national computer examination system and the "Municipal Education and Training Assessment System," ensuring that training and assessment results are linked with enterprise construction project reviews, license renewal (application), and administrative permits as well as law enforcement inspections and enterprise safety production integrity management; the safety production knowledge and management ability assessment certificates and "training record" card information printed by training institutions are required contents for administrative permits and law enforcement inspections.
  14. Conduct supervision and inspection of training institutions. Carry out special inspections on the training situation of training institutions, mainly focusing on whether the teaching syllabus is complete, the teaching plan is reasonable, and training archives are complete. Urge training institutions to submit various materials and archives within the prescribed working time limits, and effectively complete all training tasks legally and compliantly according to higher-level requirements.
  15. Conduct special inspections on enterprise training. According to the requirements of the "Opinions on Carrying out the 'Safety Production Law Enforcement Year' Activity" (Chang'an [2017] No. 2), regions should focus on key industries such as non-coal mines, hazardous chemicals, fireworks and firecrackers, metal smelting, and enterprises above designated size, incorporating safety production training into the scope of normalized law enforcement inspections. Regularly organize special law enforcement inspections in the field of safety production training, focusing on checking the implementation of the main responsibility of enterprise safety production training, and include it in the safety production hazard investigation and safety production integrity information system at all levels.
