Notice on Issuing the Implementation Rules for On-site Assessment of Real-name Management of Practitioners in Construction Projects in Changzhou City (Changjian [2016] No. 52)

Since the implementation of the "Interim Measures for the Real-Name Management of Construction Site Personnel in Changzhou City," positive progress has been made through the joint efforts of construction administrative departments at all levels and related enterprises. To better regulate the management of personnel attendance and effectively implement the real-name management of construction site personnel in our city's construction projects, these detailed rules have been formulated.

Since the implementation of the "Interim Measures for the Real-Name Management of Construction Site Personnel in Changzhou City," positive progress has been made through the joint efforts of construction administrative departments at all levels and related enterprises. To better regulate the management of personnel attendance and effectively implement the real-name management of construction site personnel in our city, these detailed rules have been formulated.
1. Scope of Assessment
Construction projects within Zhonglou District and Tianning District that obtained construction permits after April 1, 2016; construction projects within Liyang City, Jintan District, Wujin District, and Xinbei District that obtained construction permits after May 1, 2016.
Projects with a construction permit area less than 3,000 square meters or a project cost less than 3 million yuan may be exempt from real-name attendance management.
2. Assessment Targets
1. Construction enterprises (including subcontractors)
Registered constructors (project managers), quality supervisors, safety supervisors specified in the bid notification, direct contract approval, or filed contracts; labor supervisors specified in the filed labor subcontract contracts; on-site workers.
2. Supervision enterprises:
Project supervisors specified in the filed supervision contracts and chief supervision representatives registered with the competent department.
3. Implementing Departments and Operational Procedures
The construction management department at the project location is responsible for supervising the installation and normal operation of the real-name attendance system at the construction site, entering attendance information into the Changzhou Construction Industry Enterprise Credit Supervision System, and overseeing attendance work. According to these measures, the Changzhou Construction Market Credit Supervision System will directly deduct points from enterprise credit scores.
4. Assessment Period
The construction enterprise project department must install the attendance system within one month after receiving the safety supervision notice from the construction safety supervision agency at all levels. Attendance implementation starts from the following month and ends after the issuance of the safety supervision termination notice by the construction safety supervision department; subcontractors (including building decoration, curtain wall, electromechanical installation, and labor) use the construction dates confirmed by the general contractor and supervision enterprise as the attendance period (including phased construction).
5. Assessment Standards
Assessment work is based on data generated by the "Changzhou Construction Market Information Network—Construction Personnel Real-Name Attendance System."
1. Attendance is calculated monthly based on 22 days (excluding workers). There must be at least one attendance record per day, with an attendance rate of 80% or above meeting the requirement. Registered constructors (project managers) with attendance rates below 80% (18 days) will be deducted 1 point; below 50% (11 days), 3 points; below 30% (7 days), 8 points. Quality supervisors and safety supervisors will have half the points deducted according to the above standards.
Chief supervisors or their representatives with attendance rates of 80% or above meet the attendance requirement. Attendance rates below 80% (18 days) result in a 1-point deduction; below 50% (11 days), 3 points; below 30% (7 days), 8 points.
If the face recognition information entered for attendance does not match the ID card information, 10 points will be deducted. For projects that should have but have not installed the attendance system, the general contractor, specialized subcontractors (including building decoration, curtain wall, electromechanical installation), and labor subcontractors will each be deducted 10 points.
Subcontractor attendance should align with the actual progress on site. If the general contractor or supervision enterprise fails to supervise subcontractor attendance, each will be deducted 2 points.
2. On-site workers' attendance should match the actual daily number of workers on site. Local construction management departments will conduct irregular inspections and spot checks on workers' attendance. Each discrepancy found will result in a 0.5-point deduction for the related enterprise, with a maximum deduction of 3 points per assessment period.
Attendance of migrant workers in construction enterprises must be publicly disclosed. Labor subcontractors failing to comply with these rules and having deductions for three consecutive months will face restrictions on undertaking government or state-invested projects.
Publicly disclosed migrant worker attendance information must be consistent with system attendance data. The personnel listed in the migrant workers' wage (including living expenses) payment sheets should be based on system attendance data. Each inconsistency found by local construction management departments will result in a 0.5-point deduction, with a maximum of 3 points per assessment period.
3. Situations excluded from attendance base calculation
(1) Illness or hospitalization (provide medical records, discharge records, invoices, etc. If illness or hospitalization exceeds one month, relevant personnel should be replaced).
(2) Official business trips: certified by the company and signed by the owner and chief supervisor (or representative) (excluding internal meetings or inspections within the construction enterprise).
4. Other Provisions
(1) Registered constructors (project managers), chief supervisors, or their representatives must notify the construction management department in advance and obtain confirmation for other situations where attendance is not possible (written report to the owner and signed approval by the owner's representative).
(2) For quality supervisors and safety supervisors unable to attend, the construction enterprise project department should designate a substitute and report in writing to the owner and supervisor for approval. Attachments should be archived with construction and supervision logs and reported to the construction management department before the 25th of each month; otherwise, it will be considered absenteeism.
(3) Projects not using the real-name attendance system will have their credit assessment dynamic score set to zero.
(4) Each natural month is an assessment cycle and deduction validity period. The month the attendance system is installed will not be assessed. The Spring Festival period is excluded from assessment, with specific dates determined annually by the Changzhou Construction Management Department.
5. Matters not covered in these rules and issues found during assessment should be promptly reported in writing to the Changzhou Urban and Rural Construction Bureau for adjustments.
