Notice on Launching the "2019 Spring Breeze Action" for Construction Projects (Chang Zhu Jian [2019] No. 4)

After the Spring Festival holiday, construction sites across the city have gradually resumed work. To effectively ensure safety production and dust control after the holiday, prevent construction safety accidents, guarantee safety and stability during the national "Two Sessions," and achieve a good start for construction safety production and dust control in our city, it has been decided to carry out the "2019 Spring Breeze Action" for construction throughout the city from February 20, 2019, to March 20, 2019. The relevant matters are hereby notified as follows.

  Liyang City Housing and Urban-Rural Development Committee, Jintan District Housing and Urban-Rural Development Committee, Wujin District Housing and Urban-Rural Development Bureau, Xinbei District Urban Construction Bureau, and all relevant units:
  After the Spring Festival holiday, construction sites across the city have gradually resumed work. To effectively ensure safety production and dust control after the holiday, prevent construction safety accidents, guarantee safety and stability during the national "Two Sessions," and achieve a good start for construction safety production and dust control in our city, it has been decided to carry out the "2019 Spring Breeze Action" for construction projects citywide from February 20, 2019, to March 20, 2019. The relevant matters are hereby notified as follows:
1. Attach great importance to safety production work after resuming work
  The construction administrative departments at the municipal and district levels and all parties involved in the projects must further recognize the situation, overcome complacency, prioritize post-holiday resumption management and safety production during the national "Two Sessions," strengthen organizational leadership, conduct special research and deployment, strictly implement responsibilities, and reinforce work measures to ensure that safety production and dust control after resumption are thorough and meticulous. The construction administrative departments of each jurisdiction (district) and the Municipal Construction Project Management Center should carefully organize, increase inspections and spot checks, and urge relevant responsible units to implement safety production and dust control after resumption.
2. Implement the main responsibility of enterprises and conscientiously carry out self-inspection after resumption
  1. Construction enterprise project department organizes self-inspection
  Before resuming (or starting) construction, the project department of the construction unit must conduct a comprehensive safety inspection based on the actual situation of the construction site, check and record according to the inspection form (see Attachment 1). The inspection ledger should be archived as part of the project safety documentation. Key inspection points include: whether project managers, full-time safety officers, and other project management personnel and subcontractor management personnel are "present and attentive"; whether safety education for workers (especially special operation workers, shift changes, transfers, and newly recruited workers) is in place, with safety education records including related images, sign-in sheets, and education content; whether there are safety hazards in foundation pit support, formwork support systems, scaffolding, unloading platforms, temporary electricity, lifting machinery and equipment; whether protective facilities and labor protection supplies are configured and used according to standards; whether fire safety, worker accommodation, food hygiene, and temporary facilities at the construction site meet safety production standards; and whether dust control and long-term urban management meet requirements.
The project department's self-inspection should be led by the project manager, conducted carefully and thoroughly without omissions, and inspection and rectification results should be promptly reported to the company headquarters.
  2. Construction enterprises organize comprehensive inspections
  Each construction enterprise must have the main responsible person lead and fully implement the enterprise's main responsibility according to the "One Must and Five In-Place" requirements (i.e., must operate legally, safety responsibility in place, safety investment in place, safety education and training in place, safety management in place, emergency rescue in place). The vice president in charge of safety production (or safety director) should personally lead teams to conduct thorough inspections at each project department. For non-local construction enterprises, the person in charge in the Changzhou area should lead the implementation. Projects that have passed self-inspection and company inspection and rectification can submit resumption applications to the supervision.
  3. Chief supervising engineer organizes resumption inspection
  Supervision project department personnel should promptly assume their duties according to the project situation. They should urge the general contractor and subcontractors to arrange detailed post-holiday resumption inspections and safety production and dust control work, fully mobilize, clarify responsibilities, and strengthen measures to ensure site safety. After receiving the resumption application from the construction unit's project department, the chief supervising engineer should promptly organize the construction unit, construction unit project leaders, and relevant personnel to conduct resumption inspections (inspection form see Attachment 2). Only after passing the inspection can the resumption notice be issued.
The resumption notice issued by the chief supervising engineer should be promptly reported to the construction safety supervision agency at the project location.
3. Implement rectification and leave no hidden dangers
  Construction, construction, and supervision enterprises must conduct post-holiday resumption inspections as required. For all identified hazards, responsible persons, deadlines, and measures must be assigned for rectification and timely re-inspection. Only after the re-inspection meets requirements and the chief supervising engineer issues the resumption notice can work resume. If responsible units refuse or fail to rectify hazards, the supervision enterprise should promptly report to the regulatory authorities. Projects that do not conduct required resumption inspections or fail inspections are not allowed to resume work.
4. Strengthen supervision and enforce laws strictly
  Construction administrative departments at all levels must strengthen supervision and effectively manage the resumption of construction sites after the Spring Festival. Based on enterprise self-inspections, spot checks should be conducted on ongoing construction sites' post-holiday resumption. Any violations such as failure to conduct required inspections or incomplete rectifications (including significant safety production or dust control issues or illegal activities in high-risk sub-projects), absence of key project management personnel, or workers operating without resumption education will be deemed as not meeting resumption conditions. Construction must be immediately suspended for rectification, and responsible units and persons will be strictly dealt with according to relevant regulations.
  All regions and units should promptly and earnestly summarize good practices and achievements from the "2019 Spring Breeze Action" and submit written summary materials to the Changzhou Construction Project Management Center by March 31, 2019.
