  Summer and rainy seasons have arrived. Due to the special meteorological conditions this year, factors inducing production safety accidents have gradually increased, and safety production work has entered a period prone to frequent accidents. Meanwhile, with the National Day approaching, a series of major events celebrating the 70th anniversary of the founding of the country will be successively launched. To create a good safety production environment, effectively ensure the city's building construction safety production work, reduce various safety accidents, and protect the personal safety and health of workers on construction sites, in accordance with the "Notice from the Provincial Department of Housing and Urban-Rural Development on Effectively Ensuring Safety Production During High Temperature Periods in Summer" (Su Jian Chuan [2019] No. 15), "Forwarding the Provincial Safety Committee's Notice on Effectively Ensuring Safety Production in Summer" (Chang An Ban [2019] No. 18), and other requirements, the following notice is issued regarding the safety work for building construction during high temperature periods in summer and the flood season in our city:
  1. Fully recognize the situation and further enhance the sense of responsibility and urgency in ensuring building construction safety production.
  Since the beginning of this year, the safety production situation in our province has been quite severe. Within less than a month, two major building safety production accidents occurred consecutively, causing significant social impact. The safety production situation of building construction in our city is also not optimistic. All construction administrative departments and building construction safety supervision agencies must firmly establish the concept of safe development and "hidden dangers are accidents," further strengthen the awareness of red lines and bottom-line thinking, continuously carry out major safety inspections and hidden danger investigations and rectifications in the construction field in accordance with the requirements of the Ministry of Housing and Urban-Rural Development and the Provincial Department of Housing and Urban-Rural Development, strictly investigate dangerous projects, suspended climbing scaffolds and formwork support systems, high-altitude operations, and safety management of lifting machinery and equipment, increase inspection frequency and penalties, resolutely prevent major and above accidents, strictly control general accidents, and ensure a stable safety situation for building construction during high temperature and flood periods in the city.
  2. Further improve awareness and effectively implement the main responsibility for safety production.
  Summer has always been a season with frequent construction safety accidents. All participating units must attach great importance to the adverse effects of extreme weather on construction safety, enhance their sense of responsibility and urgency for building construction safety production, strengthen organizational leadership, make detailed arrangements, and strictly implement the responsibilities of all parties. Advocate the "three hearts" concept, establish a dual mechanism of strengthening safety pre-control and hidden danger investigation based on the idea that "hidden dangers are accidents," focus on flood control, typhoon prevention, fire prevention, heatstroke prevention, and poisoning prevention, deploy early, mobilize early, prepare early, place the safety production work of building construction during flood and summer seasons in an important position, take practical and feasible measures, promptly identify and eliminate hidden dangers, and timely close out existing problems.
  3. Implement measures and conscientiously carry out heatstroke prevention and cooling work.
  1. Reasonably arrange and adjust working hours. All construction and contractor units should closely monitor high temperature weather forecasts, strictly implement the "work at the cooler times and rest during the hottest period" measures according to actual temperatures, appropriately adjust work shifts and working hours, and try to avoid outdoor work during high temperature periods. Management personnel should be arranged to accompany workers on site.
  Specifically: when the temperature reaches above 35°C, no outdoor work under direct sunlight should be arranged for workers between 11:00 and 15:00, and no overtime for outdoor workers; when the highest temperature reaches above 40°C, construction must be stopped.
  2. Improve the working environment on construction sites. During high temperatures, construction companies should provide frontline workers with breathable safety helmets, towels, cooling oil, and hygienic tea water and other necessary heatstroke prevention supplies; workplaces should adopt effective ventilation, insulation, and cooling measures, minimize high-altitude and deep foundation pit operations; personnel who are elderly, physically weak, or not suitable for high temperature work should be promptly reassigned.
  3. Strengthen food safety and hygiene epidemic prevention management. All construction companies and project departments must strictly implement national food hygiene and safety management systems, ensure kitchen staff are certified, and that canteens have health permits to prevent food poisoning; pay attention to heatstroke prevention and hygiene epidemic prevention in employee living areas, ensure that temporary facilities such as dormitories, canteens, toilets, and showers meet standards and heatstroke prevention needs; promptly remove domestic garbage on construction sites and living areas, regularly exterminate mosquitoes and flies to prevent infectious diseases, ensuring the health and safety of construction workers.
  4. Strengthen on-site fire prevention and strictly control hot work approvals. All construction sites should strengthen fire prevention during high temperature periods, strictly implement hot work application and approval systems, and strengthen supervision of open flames on site; temporary electricity in dormitory areas must ensure reliable insulation, dormitories should be equipped with independent leakage, overload, and short circuit protection devices, the use of liquefied gas and high-power electrical appliances is strictly prohibited, and in accordance with the "Technical Specifications for Fire Safety at Construction Sites," conduct comprehensive inspections of fire safety and firefighting facilities at construction sites and living areas to thoroughly eliminate fire hazards.
  5. Enhance workers' awareness of heatstroke prevention and cooling. Construction companies should organize publicity and education on heatstroke prevention and first aid knowledge for heatstroke, conduct training on heatstroke prevention knowledge during high temperature weather, enable construction workers to understand basic knowledge of preventing heatstroke, master accident prevention and rescue knowledge, enhance safety protection awareness and first aid ability for heatstroke prevention in high temperature weather, and conscientiously implement these measures during construction work.
  4. Strengthen inspections and effectively eliminate safety hazards during the flood season.
  Construction, construction, and supervision units should conduct comprehensive inspections of ongoing projects regularly, intensify the investigation and rectification of flood season safety hazards in ongoing projects, and especially focus on monitoring and inspecting key parts and key links on site. First, flood prevention for deep foundation pits and high slopes. Efforts should be increased in the management and inspection of deep foundation pits and high slope construction, strictly implementing the expert review system for deep foundation pit and high slope design plans; strictly enforcing the requirements for segmented excavation and segmented support management of foundation pits and slopes, strengthening the quality management of support structures, and strictly preventing safety accidents caused by construction quality issues. Second, safety of scaffolding and tall formwork support systems. The erection and dismantling of scaffolding and formwork support systems should be standardized, with regular inspections focusing on key parts such as scaffold foundations, frames, tie nodes, and external safety nets; any hazards found should be promptly organized for rectification. Third, safety of temporary electrical use during construction. All outdoor electrical equipment should be placed in higher and dry locations; main distribution boxes, sub-distribution boxes, and switch boxes should have reliable rain protection; all temporary electrical lines should be free from leakage, corrosion, or looseness; electrical equipment on site should have reliable zero and grounding protection measures, and leakage protection devices should be sensitive and effective; before the arrival of heavy rain or other hazards, all temporary power on site except for lighting, drainage, and emergency power should be cut off. Fourth, flood prevention for lifting machinery and equipment. Regular maintenance, inspection, and upkeep systems for lifting machinery and equipment should be implemented to ensure the safe condition of tower cranes, construction elevators, and other lifting machinery. Fifth, safety for work at heights and perimeter walls and fences. Comprehensive inspections should be conducted on safety protections at edges and openings for work at heights to ensure all protective facilities are complete, firm, and reliable; safety education for workers at heights should be strengthened to improve their awareness of correctly using safety belts, helmets, and other protective equipment. Flood safety inspections should be strengthened for temporary board houses and perimeter walls and fences on construction sites to ensure they are firm and reliable, and personnel should be evacuated promptly in case of emergencies.
   
  5. Improve emergency duty and handle emergencies promptly and properly.
  According to the characteristics of summer and flood season construction, relevant enterprises should formulate and improve corresponding preventive measures and emergency response plans. First, respond properly to warnings issued by meteorological departments, reasonably arrange construction schedules based on high temperature warnings and weather changes, and implement preventive measures, especially taking timely actions such as stopping construction and evacuating personnel during extreme weather like abnormal high temperatures and heavy rain. Second, be prepared for emergency response to various sudden accidents. Develop targeted emergency plans for heatstroke and food poisoning first aid, assign responsibilities, ensure personnel, responsibilities, and work are in place, and once an emergency occurs, handle it promptly according to the plan and carry out follow-up work. Third, strictly enforce the duty system and accident reporting system during summer high temperatures and flood seasons. All units must ensure 24-hour communication availability, report safety accidents promptly according to relevant regulations, handle them properly, and strictly prohibit late reporting, omission, or concealment.
  6. Strict management to ensure stable safety conditions during summer and flood season construction.
  Project departments of construction enterprises should develop flood prevention and high temperature prevention plans based on the characteristics of summer and flood season construction and actual project conditions, conduct self-inspections and corrections, carefully identify and rectify various safety hazards on site, and promptly report the plans and inspection and rectification status to the company headquarters; supervision units should strengthen inspections on the implementation of flood prevention, heatstroke prevention, and on-site safety protection at construction sites; construction units should urge construction and supervision units to properly carry out safety production work related to summer and flood seasons and provide strong support and cooperation, and must not impose unreasonable rush work demands on construction units; construction administrative departments at all levels and construction safety supervision agencies should solidly carry out safety supervision and spot checks on construction during summer high temperatures and flood seasons, urge construction, construction, and supervision enterprises to fulfill their main safety production responsibilities, effectively implement all requirements of this notice, prevent various safety accidents, and for major safety hazards or poor rectification found during inspections, take measures such as work stoppage, credit point deductions, and administrative penalties, strictly and severely investigate and handle cases, striving to promote the continuous and stable improvement of construction safety production in our city.
