Notice on the Declaration of Experts for the Demonstration of Special Plans for Subdivisions of Construction Projects with Higher Risks in Changzhou City (Changzhou Construction [2019] No. 205)

To thoroughly implement the "Regulations on Safety Production Management of Construction Projects" (State Council Order No. 393), further strengthen the expert team for the demonstration of special construction plans for high-risk sub-projects in our city, and promote and standardize the expert demonstration work of special plans for high-risk sub-projects in construction projects in our city, according to the "Safety Management Measures for High-Risk Sub-Projects" (Ministry of Housing and Urban-Rural Development Order No. 37) and the "Implementation Rules for Safety Management of High-Risk Sub-Projects in Housing Construction and Municipal Infrastructure Projects in Jiangsu Province (2019 Edition)" (Su Jian Zhi An [2019] No. 378), the city

In order to thoroughly implement the "Regulations on the Safety Production Management of Construction Projects" (State Council Order No. 393), further strengthen the expert team for the demonstration of special construction plans for high-risk sub-projects in our city, and promote and standardize the expert demonstration work of special plans for high-risk sub-projects in construction projects in our city, according to the "Safety Management Measures for High-Risk Sub-Projects" (Ministry of Housing and Urban-Rural Development Order No. 37) and the "Implementation Rules for Safety Management of High-Risk Sub-Projects in Housing Construction and Municipal Infrastructure Projects in Jiangsu Province (2019 Edition)" (Su Jian Zhi An [2019] No. 378), the Municipal Housing and Urban-Rural Development Bureau has decided to re-establish the expert database for the demonstration of special plans for high-risk sub-projects in construction projects in Changzhou City. The relevant matters are hereby notified as follows:
I. Expert Professional Categories
(1) Deep foundation pit engineering;
(2) Formwork engineering and support systems;
(3) Hoisting and lifting and installation and dismantling of lifting machinery;
(4) Scaffolding engineering;
(5) Demolition engineering;
(6) Underground excavation engineering;
(7) Building curtain wall installation engineering;
(8) Steel structure, space frame, and cable membrane structure installation engineering;
(9) Manually excavated pile engineering;
(10) Underwater operation engineering;
(11) Construction processes such as overall lifting, shifting, and rotation of large structures;
(12) Installation of prefabricated concrete components for prefabricated buildings;
(13) Others.
Please register and fill in according to the above professional categories. Experts proficient in multiple specialties may apply for no more than three specialties simultaneously.
II. Basic Qualifications for Experts
(1) Adhere to principles, honesty and trustworthiness, upright conduct, academic rigor, and rich professional experience; strictly implement national laws, regulations, and relevant technical standards and norms related to construction safety production, abide by professional ethics, conscientiously perform duties, and have no record of misconduct;
(2) Have engaged in professional work for more than 15 years;
(3) Hold senior or above professional technical titles;
(4) Possess solid foundational theoretical knowledge and rich practical experience, with a high level of professional technical competence;
(5) Priority will be given to those holding registered professional qualifications such as registered structural engineer, registered first-class constructor, registered supervision engineer, registered geotechnical engineer under the same conditions;
(6) Under 65 years old (born after January 1, 1954), in good health, and capable of undertaking expert demonstration work.
III. Application Procedures
(1) Professional technical personnel who meet the basic qualifications for experts shall truthfully fill in the "Changzhou City Expert Application Form for Demonstration of Special Construction Plans for High-Risk Sub-Projects" (Attachment 1) (hereinafter referred to as the "Application Form"). Relevant materials, including copies of academic certificates, professional technical title certificates, personal ID cards, and other valid documents, should be attached.
Experts in the original expert database must reapply according to the qualification requirements. Otherwise, the original expert qualification will be canceled.
(2) After the "Application Form" is stamped by the applicant's unit, the unit shall summarize and fill in the "Changzhou City Expert Application Summary Form for Demonstration of Special Construction Plans for High-Risk Sub-Projects" (Attachment 2) and uniformly submit it to the Changzhou Construction Industry Association. Individual applications will not be accepted.
(3) The Municipal Housing and Urban-Rural Development Bureau will organize the verification of expert qualifications and publish the recognized experts online.
IV. Application Requirements
All units are requested to submit the original application forms, summary forms, and electronic documents to the Changzhou Construction Industry Association before October 20, 2019.
