The Municipal Construction Management Center has taken five measures to strengthen supervision over ready-mixed concrete enterprises in the city.

In conjunction with the comprehensive and in-depth promotion of the "Quality Month" activity for construction projects, to continuously strengthen the supervision and management of ready-mixed concrete enterprises in our city during and after the process, standardize the quality behavior of ready-mixed concrete production enterprises, and promote the healthy and orderly development of the ready-mixed concrete industry in our city, the Municipal Construction Management Center has taken five measures to further strengthen supervision and management of ready-mixed concrete enterprises throughout the city.
In conjunction with the comprehensive and in-depth promotion of the "Quality Month" activity for construction projects, and to continuously strengthen the supervision and management of ready-mixed concrete enterprises in our city during and after the process, standardize the quality behavior of ready-mixed concrete production enterprises, and promote the healthy and orderly development of the ready-mixed concrete industry in our city, the Municipal Construction Management Center has taken five measures to further strengthen supervision and management of ready-mixed concrete enterprises throughout the city.
First, for ready-mixed concrete enterprises whose personnel do not meet the qualification standards, a rectification period of 3 months is set. During the rectification period, no new projects may be undertaken. If the qualification standards are still not met after the deadline, their ready-mixed concrete professional contracting qualification certificate will be revoked according to regulations.
Second, for concrete enterprises whose quality assurance systems cannot operate effectively, or those that fail to provide authentic and valid quality certification documents for concrete leaving the factory, or engage in making concrete test blocks on behalf of construction units, while ordering rectification, the random testing intensity of the concrete entity strength supplied by these enterprises will be increased; in severe cases, they will be ordered to suspend operations for rectification.
Third, increase the sampling inspection intensity of raw materials and the random testing intensity of the strength of concrete entities. For raw materials that fail sampling inspection, in addition to increasing the random testing intensity of the concrete entity strength supplied, random inspections of the enterprise's raw materials will also be conducted. If the sampling inspection fails again, the case will be transferred to law enforcement for punishment. For concrete entities that fail supervisory sampling tests, an "Engineering Quality Supervision Sampling Inspection Notice" will be issued, requiring the construction unit to entrust a qualified testing agency in our city to conduct batch testing of the concrete strength for that batch; for concrete enterprises that illegally use sea sand, according to relevant regulations of the Provincial Department of Housing and Urban-Rural Development, penalties such as suspension of operations, market removal, and revocation of qualifications will be imposed in accordance with laws and regulations.
Fourth, all concrete enterprises are required to use the "Changzhou Ready-Mixed Concrete Quality Tracking and Dynamic Supervision System" (hereinafter referred to as the "Supervision System"). All production data must be uploaded in real time, and all quality assurance documents must be issued from the "Supervision System." If it is found that the production data of the supplied concrete is not uploaded in real time, or the total amount of cement and cementitious materials is low, an "Engineering Quality Supervision Sampling Inspection Notice" will be issued, requiring the construction unit to entrust a qualified testing agency in our city to test the strength of the concrete entity at the construction site; quality assurance documents not issued from the "Supervision System" shall not be used as the basis for project acceptance.
Fifth, all concrete enterprises are required to practice the concept of green development and actively apply for the "Three-Star Green Building Material Evaluation Label" certificate. It is stipulated that projects using concrete produced by enterprises without the "Three-Star Green Building Material Evaluation Label" shall not participate in any green site or other excellence evaluation activities, nor shall they be recognized as projects in major inspection commendations. At the same time, all concrete enterprises are required to strengthen dust prevention during daily production and strictly implement all dust control requirements.
