In order to implement the spirit of documents such as the "Opinions of the General Office of the State Council on Comprehensively Addressing the Issue of Arrears in Migrant Workers' Wages" (Guo Ban Fa [2016] No. 1), the "Implementation Opinions of the Provincial Government Office on Comprehensively Addressing the Issue of Arrears in Migrant Workers' Wages" (Su Zheng Ban Fa [2016] No. 85), the "Notice of the Ministry of Housing and Urban-Rural Development and the Ministry of Human Resources and Social Security on Issuing the Measures for the Real-Name Management of Construction Workers (Trial)" (Jian Shi [2019] No. 18), and the "Implementation Opinions of the Municipal Government Office on Comprehensively Addressing the Issue of Arrears in Migrant Workers' Wages" (Chang Zheng Ban [2016] No. 156), accelerate the advancement of governance

In order to implement the "Opinions of the General Office of the State Council on Comprehensively Addressing the Issue of Arrears in Migrant Workers' Wages" (Guo Ban Fa [2016] No. 1), the "Implementation Opinions of the Provincial Government Office on Comprehensively Addressing the Issue of Arrears in Migrant Workers' Wages" (Su Zheng Ban Fa [2016] No. 85), the "Notice of the Ministry of Housing and Urban-Rural Development and the Ministry of Human Resources and Social Security on Issuing the Measures for Real-Name Management of Construction Workers (Trial)" (Jian Shi [2019] No. 18), the "Implementation Opinions of the Municipal Government Office on Comprehensively Addressing the Issue of Arrears in Migrant Workers' Wages" (Chang Zheng Ban [2016] No. 156) and other documents, to accelerate the in-depth implementation of various systems for managing and guaranteeing wage payments, and to ensure the completion of all tasks and goals related to wage management and guarantee. After research, it has been decided to carry out a special inspection on the implementation of the special accounts for migrant workers' wages and the bank wage payment system in the city's construction industry.

1. Inspection Period

October 15-31, 2019

2. Inspection Targets

Ongoing housing construction projects that issued bidding documents or completed direct contracting filing (notification) procedures from June 1, 2018 to July 31, 2019, and banks opening special accounts for migrant workers' wages.

3. Inspection Content

Whether the opening of special accounts for migrant workers' wages in ongoing projects and the bank wage payment system are implemented in accordance with the "Implementation Opinions on the Management of Special Accounts and Bank Wage Payment for Migrant Workers in the Construction Industry of Changzhou City (Trial)" (Chang Jian [2018] No. 27).

Whether banks opening special accounts for migrant workers' wages conduct business in compliance with management requirements and relevant agreements.

4. Inspection Method

This inspection is organized and implemented by the Municipal Construction Management Center. A joint inspection team composed of the Municipal Construction Management Center and construction authorities of all municipalities (districts) will conduct a special inspection on all banks handling migrant workers' wage special accounts and ongoing housing construction projects in the city through system review and on-site inspection. The proportion of on-site inspections of ongoing projects shall not be less than 5%.

5. Relevant Requirements

1. All relevant units must attach great importance, immediately carry out comprehensive self-inspection, carefully review problems and weak points in the implementation of the special accounts and bank wage payment system for migrant workers, and promptly rectify and implement improvements.

2. After the special inspection, our bureau will issue a notification document. For ongoing projects that fail to properly implement the special accounts and bank wage payment system for migrant workers, measures such as public criticism, cancellation of awards, and deduction of enterprise credit points will be taken; for banks opening special accounts that conduct business irregularly, have many problems, and fail to meet supervision requirements, the cooperation with the respective municipalities and districts will be urged to terminate, and the city platform data interface will be closed.
