Notice on Carrying out the Second "Double Random, One Public" Qualification Verification of Construction Enterprises in 2019

To effectively strengthen the supervision of construction enterprise qualifications, in accordance with the relevant documents on "Double Random, One Public" issued by the State Council, provincial, and municipal authorities, and based on the work arrangements of the Changzhou Housing and Urban-Rural Development Bureau, after conducting the first "Double Random, One Public" qualification inspection of construction enterprises, it has been decided to carry out the second "Double Random, One Public" qualification inspection of construction enterprises in 2019. The relevant matters are hereby notified as follows.

Notice on Carrying out the Second "Double Random, One Public" Qualification Inspection of Construction Enterprises in 2019
To all relevant construction enterprises:
In order to effectively strengthen the supervision of construction enterprise qualifications, in accordance with the relevant documents of the State Council, provincial and municipal governments on "Double Random, One Public", and based on the work arrangements of the Changzhou Housing and Urban-Rural Development Bureau, after conducting the first "Double Random, One Public" qualification inspection of construction enterprises, it has been decided to carry out the second "Double Random, One Public" qualification inspection of construction enterprises in 2019. The relevant matters are hereby notified as follows:
1. Scope of Inspection
This "Double Random, One Public" qualification inspection adopts a "targeted random sampling" method, based on the Changzhou Construction Market Integrity and Supervision Integration Platform, the integrated platform
will establish a directory of construction enterprises registered in Tianning District and Zhonglou District of Changzhou City, mainly with municipal-level administrative licensing qualifications (registered on the Changzhou Construction Market Integrity and Supervision Integration Platform before September 25, 2019), and conduct sampling with a total amount of no less than 15% and no less than 15 enterprises.
2. Inspection Time
All construction enterprises should conduct self-inspection according to the inspection content and prepare relevant materials for review. The Changzhou Construction Project Management Center will organize this qualification inspection of construction enterprises starting from October 2019.
3. Inspection Content
1. Whether the business license, construction enterprise qualification certificate, safety production license, etc. are valid, and whether the actual situation of the enterprise is consistent with the information in the Changzhou Construction Market Supervision and Integrity Integration Platform system;
2. Whether the registered professional certificates of the main personnel of the enterprise are valid and whether the number of professionals meets the qualification standards (Jianshi [2014] No. 159);
3. Whether the enterprise's net assets meet the qualification standards (Jianshi [2014] No. 159);
4. The establishment of internal management systems such as contract management, archive management, financial management, and relevant construction business documents.
5. Social insurance payment certificates and social insurance rosters of the main personnel of the enterprise.
4. Application of Inspection Results
1. Qualified Conclusion
If the inspected enterprise provides true and valid materials and meets the relevant indicators of the sampled qualification standards, and there are no illegal or irregular market behaviors, the inspection conclusion is qualified.
2. Unqualified Conclusion
If any of the following problems exist, the inspection conclusion is unqualified, and rectification is required within a time limit:
(1) The enterprise's registered construction engineers' specialties and numbers do not meet the construction enterprise qualification standards (Jianshi [2014] No. 159);
(2) The main personnel of the enterprise fail to provide social insurance payment certificates and social insurance rosters;
(3) The enterprise's net assets do not meet the qualification standards (Jianshi [2014] No. 159);
(4) The enterprise has not established internal management systems;
(5) Other illegal or irregular behaviors stipulated by laws and regulations.
The rectification period is three months. After the deadline, if the construction enterprise still does not meet the qualification standards, the Changzhou Construction Project Management Center will report to the Changzhou Housing and Urban-Rural Development Bureau to suggest revoking its qualification.
5. Relevant Requirements
1. According to the requirements of "Double Random, One Public", this inspection randomly selects inspection targets and inspectors, and conducts the inspection by reviewing original documents. The inspection results will be published and announced in a timely manner according to relevant regulations.
2. Enterprises should actively cooperate, provide relevant certification materials according to inspection requirements, and be responsible for the authenticity and accuracy of the materials.
3. Inspection staff must conscientiously implement the spirit of the Central Government's "Eight Provisions", strictly observe inspection work discipline and party conduct and clean government regulations, travel light, and enforce the law fairly and justly.
4. The on-site inspection time and related arrangements will be notified separately.
