Notice on Further Strengthening Safety Production Work for Construction During Flood Season and High Temperature Weather

Currently, our city has entered the plum rain season. According to meteorological department forecasts, extreme weather events such as strong winds, heavy rainfall, thunderstorms, and high temperatures are expected in the near future, which can easily cause various accidents. To further prevent the adverse effects of extreme weather on construction safety, effectively carry out safety production work during the flood season and high-temperature weather, reduce the occurrence of general safety accidents, and ensure that no major or particularly serious safety production accidents occur, the following matters are hereby notified.

  Jintan City Housing and Urban-Rural Development Bureau, Liyang City Housing and Urban-Rural Development Committee, Wujin District Housing and Urban-Rural Development Bureau, Xinbei District Urban Construction Bureau, Qiqu Construction Bureau, and all relevant construction, contracting, and supervision units:
  Currently, our city has entered the plum rain season. According to meteorological department forecasts, extreme disaster weather such as strong winds, heavy rainfall, thunderstorms, and high temperatures will occur in the near future, which can easily trigger various accidents. To further prevent the adverse effects of extreme weather on construction safety, effectively carry out safety production work during the flood season and high-temperature weather, reduce general safety accidents, and ensure no major or severe safety production accidents occur, the following matters are hereby notified:
  1. Strengthen leadership and implement the responsibility system for flood control and heat prevention
  All units must attach great importance to the adverse effects of flood season and high-temperature weather on construction safety, conscientiously implement the recent series of work requirements from the National Safety Committee, the Provincial Housing and Urban-Rural Development Department, and the Municipal Safety Committee regarding flood control and heat prevention. Combined with the ongoing major hidden danger inspections of construction safety production, effectively strengthen organizational leadership, carefully study, meticulously deploy, and reinforce the implementation of the main responsibility for safety production and various safety prevention measures. Especially, implement the enterprise-centered responsibility system for flood control and heat prevention, urge project participants to strictly enforce flood control and heat prevention measures at construction sites, promptly grasp flood situations and disaster forecasts, achieve early deployment, early arrangement, and frequent inspections to prevent various safety accidents caused by heavy rain, typhoons, and high temperatures, ensuring that summer flood control and heat prevention are effectively implemented.
  2. Focus on key points and strengthen safety production management during the flood season
  All construction, contracting, and supervision units should combine the characteristics of natural disasters and secondary disasters in their regions, conscientiously implement the spirit of the Municipal Safety Committee Office's "Notice on Doing a Good Job in Safety Production during the Flood Season" (Chang An Ban [2013] No. 9), carefully formulate prevention measures and emergency rescue plans for heavy rainfall, strong winds, lightning, and summer high temperatures during the flood season, and strengthen safety management of ongoing projects. Conduct a comprehensive safety inspection of all construction sites, especially key projects, focusing on deep foundation pits, scaffolding, formwork supports, construction hoisting machinery, temporary facilities, enclosure fences, temporary electricity setups, special construction plans, and safety education. Strengthen hazard monitoring during construction, carefully identify and promptly rectify safety hazards that may cause major safety accidents at construction sites, ensuring a stable safety production situation for construction during the city's flood season.
  3. Earnestly implement and effectively carry out heat prevention work
  Based on the actual situation of summer safety production work, all units should further improve various summer safety production work systems and implement all measures.
  1. Reasonably arrange work and rest times during high-temperature periods. Construction enterprises and project departments should, considering the characteristics of workers being prone to fatigue, heatstroke, and accidents during summer construction, reasonably arrange work processes and workloads during high temperatures, adopting a "work at both ends, rest in the middle" schedule. Specifically, outdoor open-air work should stop when the temperature reaches above 40°C. When the temperature is above 35°C, no workers should be scheduled to work under direct sunlight from 11 a.m. to 3 p.m., and no overtime outdoor open-air work should be arranged. If construction is necessary, effective heat prevention measures must be taken to prevent heatstroke and various production safety accidents caused by high temperatures. Construction sites should provide tea to workers, equip first aid medicines, and arrange management personnel to accompany the work.
  2. Effectively improve working conditions at construction sites. Strictly comply with relevant provisions of the Labor Law and actively improve working conditions. Provide frontline construction workers with breathable safety helmets, towels, cooling oil, Ren Dan (medicinal pills), essential balm, and other necessary heat prevention supplies, and ensure daily supply of tea and other cooling drinks. During high temperatures, continuous overtime is prohibited, especially unauthorized late-night overtime and noise disturbances.
  3. Carefully carry out sanitation and epidemic prevention work at construction sites. Temporary living facilities at construction sites must be safe, ventilated, comfortable, and hygienic, providing workers with good rest and living environments. Strengthen management of canteens and food hygiene at construction sites, supervise key links such as food procurement and processing, and effectively prevent heatstroke and food poisoning.
  4. Strengthen supervision to ensure safe production during summer construction
  Construction enterprises should further carry out self-inspection and self-correction work based on summer construction characteristics, focusing on rectification; supervision units should strengthen inspections on the implementation of flood control, heat prevention, and on-site safety protection at construction sites; construction units should vigorously support and cooperate with construction enterprises in flood control and related safety production work; construction administrative departments at all levels and construction safety supervision agencies should increase safety production patrols, law enforcement efforts, and inspection frequency during the flood and high-temperature periods, strengthening inspections of key parts and key links at construction sites. Focus on inspecting high-risk sub-projects such as deep foundation pits, scaffolding, formwork supports, hoisting machinery, temporary facilities, and construction electricity. For identified safety hazards, urge construction units to rectify immediately; if immediate rectification is not possible, set a rectification deadline to ensure hazard elimination. For major safety hazards or poor rectification found during inspections, take measures such as credit assessment and strictly investigate and deal with them.
  5. Strict systems and strengthen emergency prevention work
  All units should arrange safety production duty work for construction during the flood season and high temperatures, strictly implement the summer flood season duty system and accident reporting system, and timely adjust and revise emergency plans according to actual situations. Duty personnel must stay on post, monitor weather and geological disaster forecasts, promptly issue early warning notices, and prepare prevention work in advance. In case of danger or accidents, report timely according to relevant regulations, activate emergency plans, and properly handle aftermath work, ensuring smooth information channels.
