Notice on Further Strengthening the Supervision and Management of Food Safety in Construction Site Canteens in Our City

Food safety in construction site canteens is related to the health and life safety of construction workers, as well as social stability and economic development. The Municipal Health Supervision Office and the Municipal Construction Safety Supervision Station, in order to implement the spirit of the "Notice from the General Office of the National Food and Drug Administration on Effectively Strengthening Food Safety Supervision in the Summer Circulation and Consumption Links to Prevent Food Poisoning," aim to effectively ensure the health and dietary safety of construction workers, implement the supervision and management of food safety in construction site canteens, and prevent food poisoning and other food safety incidents. This is based on the "Food Safety Law" and the "Food Safety Operation Specifications for Catering Services" and other regulations.

Health supervision offices and building safety supervision agencies in all municipalities and districts, construction, supervision, and construction units:
  Food safety in construction site canteens is related to the health and life safety of construction workers, social stability, and economic development. To implement the spirit of the "Notice from the General Office of the National Food and Drug Administration on Effectively Strengthening Food Safety Supervision in the Circulation and Consumption Links in Summer to Prevent Food Poisoning," the Municipal Health Supervision Office and the Municipal Construction Safety Supervision Station aim to effectively ensure the health and dietary safety of construction workers, implement food safety supervision and management of construction site canteens, and prevent food poisoning and other food safety incidents. According to the relevant provisions of the "Food Safety Law" and the "Food Safety Operation Specifications for Catering Services," combined with the actual situation of our city, the following notice is issued to further strengthen the food safety supervision and management of construction site canteens in our city:
  1. Unify thinking and raise awareness
  Food safety in construction site canteens concerns the health of a large number of construction workers and the smooth progress of key projects and the overall construction of a civilized city in our city. Health supervision and building safety supervision agencies at all levels must fully recognize the importance of food safety work in construction site canteens, further enhance the sense of overall situation and responsibility, continue to deepen the standardized construction of construction site canteens in our city, strengthen daily supervision and management, take more resolute and effective measures, and further improve the food safety level of construction site canteens.
  2. Clarify responsibilities and strengthen cooperation
  Health supervision offices in all municipalities and districts should strengthen the catering service license management of construction site canteens, strictly review and issue "Catering Service Permits" in accordance with the "Measures for the Administration of Catering Service Permits." No permits shall be issued if the conditions stipulated in the "Measures for the Administration of Catering Service Permits" are not met. Those operating without a permit must be strictly dealt with according to law.
  Building safety supervision agencies in all municipalities and districts should incorporate the daily supervision and management of construction site canteens into the construction site safety management system, consider the food safety management status of construction site canteens as part of the assessment and evaluation for construction, supervision, and construction units and civilized construction sites, and urge all construction, supervision, and construction units to fully implement various catering food safety management requirements.
  Health supervision departments and building safety supervision agencies at all levels in the city should establish an information notification system, regularly exchange information on new construction projects, completions, and food safety status and information of construction site canteens, closely cooperate according to actual conditions, improve work mechanisms, and strive to eliminate food poisoning hazards.
The project leader of the construction site is the primary responsible person for food safety in the construction site canteen. The canteen management personnel are directly responsible for food safety, specifically responsible for establishing and improving various food safety management systems, implementing management measures, and ensuring the requirements of the "Construction Site Canteen Food Safety Notice" (see attachment) are implemented. Each site canteen should establish a food poisoning emergency plan. In case of food poisoning incidents, the responsible person should promptly report to the local health supervision agency and construction safety supervision department. Concealment, false reporting, or delayed reporting is strictly prohibited. At the same time, relevant disposal work should be actively carried out to prevent the expansion of accident hazards.
  3. Focus on key points and strengthen supervision
  Currently, food poisoning has entered a high-incidence season. Health supervision offices in all municipalities and districts should earnestly carry out special supervision and inspection of construction site canteens in accordance with the requirements of the "Notice from the General Office of the National Food and Drug Administration on Effectively Strengthening Food Safety Supervision in the Circulation and Consumption Links in Summer to Prevent Food Poisoning," strengthen supervision of key links such as food procurement documentation and food processing, and high-risk items such as green fish, green beans, and cold cooked dishes, and investigate food poisoning hazards. Building safety supervision agencies in all municipalities and districts should distribute the "Construction Site Canteen Food Safety Notice" to all construction sites to ensure full awareness, and urge construction site canteens to conduct self-inspection and rectification, implementing all rectification requirements proposed by health supervision departments. Recently, the Municipal Construction Safety Supervision Station and the Municipal Health Supervision Office will jointly organize food safety knowledge training for construction site canteens. Health supervision offices and building safety supervision agencies in all municipalities and districts should also strengthen the publicity and training of food safety laws and regulations, especially knowledge on preventing food poisoning, within their supervision areas to enhance the food safety awareness and risk prevention awareness of construction site project leaders and food safety management personnel.
  In mid-July, the Municipal Health Supervision Office and the Municipal Construction Safety Supervision Station will conduct inspections on the supervision and management of food safety in construction site canteens in all municipalities and districts.

  Construction Site Canteen Food Safety Notice
 
  To ensure food safety, prevent and control food poisoning, and protect the health of construction workers, the following food safety requirements for construction site canteens are hereby notified in accordance with national food safety laws and regulations:
  1. Construction site canteens are the main places providing meals for construction workers and must obtain a "Catering Service Permit" in accordance with the law before operation.
  2. The project leader of the construction site is the primary responsible person for food safety in the construction site canteen.
  3. Construction site canteens should be equipped with full-time or part-time food safety management personnel responsible for establishing and improving food safety self-management systems and supervising the implementation of various management systems and measures.
  4. Employees of construction site canteens must obtain health qualification certificates before starting work. The morning health check system must be strictly implemented, and employees with illnesses are strictly prohibited from working.
  5. Food raw materials should be purchased from legal units with proper documentation; it is strictly forbidden to purchase or use expired or inferior food, diseased or dead livestock and poultry and their products, inferior edible oils and gutter oil, and other food or food-related products that do not meet food safety requirements; the purchase and use of nitrites is strictly prohibited, and food additives must not be used beyond the permitted scope and amount.
  6. The procurement acceptance system must be strictly implemented to prevent the acceptance of spoiled, deteriorated, sensory abnormal, improperly labeled, or pesticide residue-exceeding foods.
  7. When storing food raw materials, semi-finished products, and finished products, ensure that refrigeration, freezer, heating, and insulation equipment and facilities operate normally.
  8. The preparation of cold dishes, raw aquatic products, green fish, green beans, flat beans, and other high-risk foods should be avoided as much as possible.
  9. Food quantity should be based on demand to avoid large amounts of leftovers. Cooking must strictly control the core temperature and processing time to ensure thorough cooking.
  10. Leftover food should be promptly stored in a dedicated refrigerated refrigerator; it is strictly forbidden to store at room temperature for more than 2 hours. Leftover food should be carefully checked before use to ensure it is not spoiled or deteriorated and then thoroughly reheated.
  11. In the processes involving personnel operations, use of tools and containers, and food storage, it is essential to resolutely prevent cross-contamination between raw and cooked foods. Especially, tools and containers for raw and cooked foods must be used and stored separately, with clear labeling.
  12. Strictly implement all disinfection measures for production and processing areas, tools, and containers, ensuring that thermal disinfection temperature and duration, as well as chemical disinfection concentration and duration, comply with regulations.
  13. Violations of the relevant laws and regulations of the "Food Safety Law" will be strictly investigated and dealt with by the regulatory authorities according to the law.
