2012 Provincial Construction Safety Production Month Activity Plan

According to the Ministry of Housing and Urban-Rural Development's "Implementation Opinions on Continuing to Deeply and Solidly Carry Out the 'Year of Work Safety' Activities" (Jianban Quality [2012] No. 14), the "Notice on Carrying out the 2012 'Work Safety Month' Activities in the Housing and Urban-Rural Development System" (Jian'an Office Letter [2012] No. 7), and the Provincial Safety Committee's "Notice on Carrying out the 2012 Provincial 'Work Safety Month' Activities" (Su'an Office [2012] No. 25), in June 2012, the province carried out the "Work Safety Month" activities with the theme "Scientific Development, Safe Development."
According to the Ministry of Housing and Urban-Rural Development's "Implementation Opinions on Continuing to Deeply and Solidly Carry Out the 'Year of Work Safety' Activities" (Jianban Quality [2012] No. 14), the "Notice on Carrying out the 2012 'Work Safety Month' Activities in the Housing and Urban-Rural Development System" (Jian'an Office Letter [2012] No. 7), and the Provincial Safety Committee's "Notice on Carrying out the 2012 Provincial 'Work Safety Month' Activities" (Su'an Office [2012] No. 25), in June 2012, the province will carry out the "Work Safety Month" activities themed "Scientific Development, Safe Development." The relevant activities in the field of construction safety production are arranged as follows:
I. Guiding Ideology
Guided by the scientific outlook on development, focusing on promoting and implementing the "Opinions of the State Council on Adhering to Scientific Development, Safe Development, and Promoting the Continuous and Stable Improvement of Work Safety" (Guofa [2012] No. 40), emphasizing the continuation of the "Year of Work Safety" activities, and themed "Scientific Development, Safe Development," through innovative content, diverse forms, and broad social participation in work safety publicity, education, and safety culture construction activities, to firmly establish the concept of scientific and safe development in the construction field, fully implement work safety responsibilities, improve safety assurance capabilities, promote the continuous and stable improvement of work safety conditions, provide a solid guarantee for the successful convening of the 18th National Congress of the Communist Party of China, and promote scientific development and social harmony.

Scientific Development, Safe Development.
III. Activity Scope
All construction enterprises in the province and construction sites of housing and municipal projects within the province.
IV. Activity Time and Arrangement
From May 31 to June 30, 2012.
The first week (May 31 to June 9) is the Work Safety Accident Warning Education Week. Localities will organize enterprise leaders to carry out typical accident warnings and education. The provincial department will distribute warning education materials based on typical accidents in the industry in recent years and hold accident case education exhibitions to effectively enhance the self-prevention awareness of construction enterprises and practitioners.
The second week (June 10 to 16) is the Work Safety Publicity and Consultation Week, widely carrying out construction safety publicity and education activities, providing safety services and consultations for construction enterprises and practitioners.
The third week (June 17 to 23) is Safety Culture Week, conducting construction safety culture publicity, safety training, and legal education activities, promoting work safety laws and regulations, spreading safety culture, and creating a good cultural atmosphere.
The fourth week (June 24 to 30) is Emergency Plan Drill Week, where construction enterprises and sites conduct emergency plan drills to improve emergency response capabilities.
V. Activity Forms and Content
The construction "Work Safety Month" activities consist of three levels.
(1) Province-wide Unified Organization Activities
1. From early to mid-June, organize province-wide construction safety education, warning, and publicity consultation activities, hold accident typical case education exhibitions, promote the people-oriented safety development concept, construction safety laws and regulations, safety knowledge, and advanced safety production models.
2. Publish a special issue in "Xinhua Daily" and "Construction Times" to publicize the achievements in work safety in the provincial construction system in recent years and report on advanced individuals and deeds.
3. On June 10, at the provincial safety committee's launch ceremony for the province-wide work safety publicity and consultation week, the provincial department will jointly carry out on-site consultation activities with the Nanjing Municipal Housing and Urban-Rural Development Committee. They will also distribute a 500-question handbook on construction safety knowledge and "Typical Cases of Construction Safety Accidents in the Province."
(2) Activities Organized by Municipal and County Construction (Building) Authorities
1. Organize construction safety publicity and education activities. Municipal and county construction (building) authorities will carry out activities to deliver safety knowledge to grassroots levels, promote safe construction on sites, and conduct safety production knowledge training for the "three categories of personnel" in construction enterprises and projects.
2. Focus on "three highlights" and achieve "three strengthenings." Municipal and county construction (building) authorities should emphasize prevention first, strengthen supervision, and implement responsibilities, enhance publicity and education and team building, strengthen safety foundation work, and improve organizational coordination. Based on the characteristics of the construction industry, continue special safety governance focusing on preventing accidents related to deep foundation pits, high formwork, scaffolding, and construction hoisting machinery. Strengthen investigation, analysis, and research on frequent and prone accident key parts and links, identify causes, and propose targeted preventive measures.
3. Organize construction safety consultation day activities. On June 14, municipal and county construction (building) authorities should carry out construction safety publicity and consultation day activities, organize construction safety publicity corridor photo exhibitions, set up consultation desks, distribute construction safety publicity materials, and organize experts to answer public questions on-site.
(3) Activities Organized by Construction Enterprises and Construction Sites of Ongoing Projects
1. Carry out all-staff safety education day activities. Construction units or project departments should fully utilize existing venues or spaces, using slogans, posters, banners, broadcasts, videos, live simulations, physical displays, photo exhibitions, and construction site safety publicity columns to spread work safety policies, laws and regulations, and safety knowledge to construction workers, creating a good publicity and education platform and public opinion atmosphere. On June 17, all construction units or project departments will uniformly carry out safety education day activities, organizing frontline construction workers and combining "three-level education" to provide lectures on construction safety knowledge for migrant workers, especially new and newly assigned migrant workers, using case teaching, videos, and other popular methods to teach protection and rescue, escape and self-help, and basic operational skills, ensuring the effectiveness of migrant workers' safety education. Construction units may also adjust the timing of safety education day activities according to construction plans.
2. Organize safety hazard investigation and rectification activities. Focus on preventing accidents related to scaffolding, construction hoisting machinery, deep foundation pits, and high formwork, and standardizing the use of safety protective equipment. Investigate and rectify safety hazards on construction sites, formulate rectification plans, implement corrective measures, and prevent work safety accidents.
3. Organize study of related documents and standards. Study the Ministry of Housing and Urban-Rural Development's "Interim Measures for the Investigation and Supervision of Production Safety and Quality Accidents in Housing and Municipal Engineering" (Jianzhi [2011] No. 66), "Interim Measures for Construction Site Supervision by Construction Enterprise and Project Leaders" (Jianzhi [2011] No. 111), "Interim Measures for the Investigation and Supervision of Major Production Safety Hazards in Housing and Municipal Engineering" (Jianzhi [2011] No. 158), "Construction Safety Inspection Standards" (JGJ59-11), and the provincial department's "Notice on Strengthening the Accountability for Construction Safety Production in the Province" (Su Jian Zhi An [2011] No. 847).
4. Organize construction safety emergency drills. Conduct accident emergency rescue drills, improve related emergency rescue plans, and enhance enterprises' emergency response capabilities for work safety accidents.
5. Mobilize a wide range of employees to participate in the national "Scientific Development and Safe Development Knowledge Competition" and Jiangsu Province's essay contest commemorating the 10th anniversary of the implementation of the "Work Safety Law." Organize viewing of the "Work Safety Month" theme promotional film "People-Oriented Safety First—China Launches Implementation of Safety Development Strategy," accident warning education film "Life is Paramount," and safety publicity display boards.
6. Activity Requirements
1. Strengthen leadership and effectively organize the "Safety Production Month" activities in construction. The construction management departments of each city and county must attach great importance to the 11th National and 19th Jiangsu Province "Safety Production Month" activities, strengthen leadership, carefully plan and deploy, organize implementation scientifically, include the Safety Month activities in the safety production work assessment, formulate practical activity plans, plan key publicity activities well, and comprehensively promote the implementation of various tasks of the "Safety Production Year."
2. Focus on effectiveness and carry out diverse safety production publicity activities in depth. Centering on the theme "Scientific Development, Safe Development," fully utilize TV, newspapers, magazines, the internet, and other media to organize safety production forums, knowledge competitions, speeches, reading activities, and cultural performances in various forms to widely publicize safety production knowledge, strengthen safety production theoretical research, and actively create a public opinion atmosphere of "Caring for Life, Focusing on Safety." Organize related activities for the Construction Safety Production Publicity and Consultation Day on June 14 seriously. Timely report on the progress of the "Safety Production Month" activities, promote advanced experiences, publicize typical cases, conduct public opinion supervision, and strive to create a social atmosphere of law-abiding and caring for life.
3. Take measures to strengthen safety education and training for construction workers. The construction management departments of each city and county should continue to strengthen safety education and training for migrant construction workers, leverage the "mentoring" role of key personnel, and help the majority of migrant workers improve safety production awareness and safe operation skills. Strengthen safety education and training for the "three types of personnel," improve safety management levels and capabilities. According to the "Special Operations Personnel Safety Management Regulations," strengthen training and assessment of special operations personnel to ensure they master key post safety skills proficiently. Fully utilize the main role of construction enterprises, supervise and guide them to combine education and training activities with actual production to further enhance employees' safety production awareness and reduce casualties.
4. Strengthen supervision and severely crack down on illegal and unlawful acts in construction safety production. The construction management departments of each city and county should further increase the investigation and handling of illegal acts in construction safety production, especially seriously investigate unauthorized construction activities without project approval, quality and safety supervision, construction permits, and other statutory construction procedures, as well as construction enterprises conducting construction activities without construction qualification certificates, safety production permits, "three types of personnel" without safety production assessment certificates, and special operations personnel without operation qualification certificates. At the same time, for responsible units and persons involved in accidents, hold them accountable according to the "Four No Let Go" principle and legal, regulatory, and effective requirements.
Construction management departments at all levels should promptly and seriously summarize good practices and achievements during the "Safety Production Month" activities. The provincial city management departments should form written summary materials and submit them to the Engineering Quality and Safety Supervision Division of the Ministry by July 2, 2012.
